【摘要】 高校的稳定是关系整个社会稳定大局的大问题,不仅关系到高校自身的建设和发展,而且关系到国家的政治稳定和实现社会的长治久安。高校安全稳定工作是社会关注的焦点、群众讨论的热点、政府工作的重点、学校工作的难点,确保高校安全稳定,构建起维护高校安全稳定防控体系至关重要。本文力图通过有针对性的研究,较为系统地构建维护高校安全稳定防控体系,为地方政府、高校、社会各界共同维护高校安全稳定提供可借鉴的决策依据和可参考应用的工作范式,真正夯实和谐校园建设的基础,为构建社会主义和谐社会作出贡献。本文充分借鉴了已有的研究成果,运用调查研究法、文献检索法、比较分析法等方法,在进一步界定高校安全稳定、高校突发公共事件、维护高校安全稳定防控体系等基本概念,系统分析构建维护高校安全稳定防控体系的重要性、维护高校安全稳定工作体系建设现状的基础上,提出了构建维护高校安全稳定防控体系的“五大原则”——“以人为本”原则、“注重预防、平战结合”原则、“易于整合力量、便于具体操作”原则、“谁主管、谁负责”原则、“属地管理、分级负责”原则,阐释了构建维护高校安全稳定防控体系的“三大组成部分”——组织指挥体系、工作网络系统、运行保障机制。更多还原

【Abstract】 The stability of universities is a major problem concerning the overall situation of the whole society. It is not only related with the construction and development of institutions themselves, but also related with the political stability of the nation and the realization of long-term peace and the order of the society. The issue of safety and stability in universities is a focus that society concerns, a hot topic that people discuss, a key task that government work on, a difficulty that college leaders concentrate on. It is crucial to build a precaution and control system for safety and stability of universities. Through the concentrated study on this topic, this paper endeavors to promote the construction of such a system in a systematic way and provide a decision-make basis and a working mode for local government, universities and all circles of society to make joint effects in this field. Thus, it makes contribution to build a harmonious society with socialist characteristics.By learning from the existed research fruits and utilizing some methods including investigation, documentary, and analytical comparison, this paper further define some concepts, such as the safety and stability of universities, public emergencies of universities and the precaution and control system for safety and stability of universities. On the bases of systematically analyzing the importance of this system and maintaining the current situation of the construction of this system, the author proposes "Five Principles" which are the principle of "focusing on people", "paying attention to precaution, combining peacetime footing with wartime footing", "easy to integrate powers, convenient to operate", "the chief taking responsibility" and "apanage management and level-by-level responsibility". The Five Principles interpret three parts of this system. They are the organizing and controlling system, work network system and operational security mechanism.更多还原
