中国县(区)域教育督导工作机制研究

【摘要】 建国后,中国的教育督导工作经历了建立—沉寂—重建—发展的曲折过程,教育督导室发挥其“督政督学”本职职能一直是个难题。一方面,各级政府一直强调要重视教育,但教育督导室发现各地政府落实教育政策时力度差异极大;另一方面由于教育督导专项立法的严重滞后,使得县(区)域教育督导工作严重滞后于教育的发展。针对这种现状,十七大提出了“优先发展教育”、“加大教育财政投入”等政策,教育督导工作又成为了政府、教育督导专家、教育行政部门的一个热门话题。本文通过采取实地考查、访谈及文献检索等手段,研究了中国教育督导工作机制的发展历史、运行现状、存在问题及其成因,研究了国内外学者在教育督导工作机制研究方面的学术成果,总结并提出县(区)域教育督导工作机制创新的现实必要。其次,本文根据“内因是基础,外因是条件”这一哲学辨证思维,通过引用赫伯特.西蒙、克里斯.阿吉里斯、沃伦.本尼斯等的基础管理理论进行分析,归纳出:在中国现行官制体系中,个人目标与组织目标是一对矛盾体,不能将官员视为“理性经济人”,因此,要以制度约束人,建立权力制衡的协调工作机制。本文从县(区)域督导室本位出发,紧紧围绕督导室“督政督学”两大基本职能,以“协调好教育督导室与相关关键部门关系,整合教育资源”为目标,针对县(区)域教育督导工作机制发展的症结,提出创建“双循环”县(区)域教育督导假想工作机制。本工作机制以提升县(区)域教育督导室的行政地位为前提,建构“区政府—教育行政管理部门—教育督导室”和“教育行政管理部门—教育督导室—办学机构”“双循环”管理闭环,同时建立起联席会议制度、教育通报制度、教育督导专业队伍建设等辅助机制,形成一个新型的、较为完整的县(区)域教育督导工作机制。最后,本文运用这一假想机制,在广州市及至广东省内进行了例证分析和推广价值论证,旨在推动县(区)政府履行公共教育职能,推进县(区)域教育均衡发展,实现区域教育公平,提高学校的教育质量和办学水平。

【Abstract】 After the founding of the PRC ,Chinese educational inspection experienced a tortuous process of establishment-dreariness- reconstruction-development. It has become a difficult problem that Education Supervisor Office carries out its function“policy supervision and learning supervision.”On one hand, although governments at all levels always place particular stress on education, Education Supervisor Office finds that the efforts governments make in implementing education policies vary widely. On the other hand, by reason of educational inspection specific legislation is lagged behind, county(distrcit) educational inspection falls far behind the development of education. For such a phenomenon, the 17th National People’s Congress brought forward some policies , such as“education developed over all others”and“increase financial input in education", educational inspection has again become a hot topic for the government, educational inspection experts and education administrative department.Using the method of field survey, interview and documentation retrieval, this paper analyzes the developing history, current running conditions, problems and genes of working institutions of education inspection of China ,and analyzes academic achievement in working institutions of education inspection of China made by Chinese and foreign scholars. And last, the paper summarizes and puts out real necessity of the innovation in working institutions of county(district) education inspection of China.In the next place, based on the medical thinking and philosophy thinking”the internal cause is base, the external cause is condition”, analyzing the theory of Herbert, Simon, Chris, Argyris, Warren and Dan Baines, this paper summarizes that : personal goal and organizational goal are a pair of incompatible system, under the current Chinese system of officials, officials can not be seen as rational economic man; therefore ,it should use systems to govern people, it is necessary to build inner workings institutions of the system of checks and balances. Based on supervisor office’s own role standard; this paper is focusing on the two major functions“policy supervision and learning supervision.”.Aim at“handling the relationship between supervisor office and relating departments, integrating the educational resources”and the sticking point of working institutions of education inspection of China ,this paper puts out :”Double Circulation”county(district) education inspection hypothetical institutions. This institutions takes promoting the county (district) Educational Supervisor Office administrative status as the premise, the construction of“the district government - educational administration control section - Educational Supervisor Office”and“the educational administration control section - Educational Supervisor Office - school organization”“double circulation”closed loop management, simultaneously establishes the joint conference system, the education notification system, the education supervision professional contingent and so on auxiliary mechanism, to form one new, comparatively more complete county (district) educational supervision working institutions.At last ,the paper uses this hypothetical institutions to illustrate positive analysis and promotional value argumentation, with the purpose of promoting the governments to perform county(district) education function, to realize the balanced development of compulsory education and the equity of education, to improve the quality and running level of school education。
