【摘要】 土地作为稀缺资源,受到了各个国家的重视,各国根据自己的国情,制定了适合本国发展的土地制度。伴随我国社会经济发展与城市化进程的加快,我国城乡建设用地矛盾日益显现。在城乡统筹发展背景下,需要探索一种新的土地流转模式,建立长期有效的机制,使分割的土地产权能在城市与农村之间自由流转,以此既保证城市化进程的用地需要,又不影响我国农业生产、粮食安全需要,同时,保障了广大农民的根本利益。本文通过对我国建国以来农村土地流转机制政策沿革的回顾,完整梳理了二元土地制度下土地政策的发展历程,立足历史角度对各个时期土地制度进行深刻的剖析。同时结合当前我国城乡统筹发展的实际,分析和解决城乡统筹背景下农村土地流转机制中存在问题,在充分保护我国耕地面积的前提下,提出政策建议。希望通过合理规划和配置城乡建设用地,使我国土地资源得到充分保护和利用,缓解城乡统筹发展中用地矛盾,同时改善农村生产经营状况,提高农民收入。更多还原

【Abstract】 As scarce resource, Land is importance attached by various countries, which in accordance with their national situation and formulate a land system appropriate to their development. With China’s socio-economic development and the accelerated process of urbanization, China’s urban and rural construction land becomes increasingly obvious contradictions. Need to explore a new mode of land transfer and establish long-term effective mechanism for the division of land property rights can flow freely between urban and rural areas so as to not only ensure that the process of urbanization of the land needs, without affecting our agricultural production, food security needs, whilst safeguarding the fundamental interests of broad masses of peasants. In this paper, China’s rural land transfer mechanism since the founding of a review of policy evolution, complete combing the land of the binary system of land policy development process, based on historical point of view of the various periods for in-depth analysis of the land system. Combined with the current reality of China’s urban and rural development, analyzing and solving the context of urban and rural land transfer mechanism in the rural problems, with full protection of our arable land under the premise put forward policy recommendations. Hope that through rational planning and configuration of urban and rural construction land, so that China’s land resources are fully protected and use to ease the contradiction between urban and rural development, land use, while improving the operating conditions of rural production and improve their incomes.更多还原
