农村殡葬改革中的基层政府行为研究

【摘要】 殡葬改革是中国社会变革中的大事,关系每个公民的切身习惯和利益,殡葬改革几十年来,在取得巨大的成绩的同时,也引发了许多社会问题和矛盾,特别是在农村,殡葬改革的推进遇到艰巨的困难和挑战,由此引发的问题已经影响到了社会的和谐稳定和健康发展。当前,在全国构建和谐社会、建设社会主义新农村的形势下,研究农村殡葬改革,改进和完善殡葬改革方式和效果,具有非常重要的现实意义和社会意义。农村的殡葬改革开展时间不长,但在农村造成的影响却是深远的,改革使农民群众的生活习惯发生了巨大的变化,农村的殡葬秩序在政府主导下逐渐改善,但在实际开展中,具体的措施做法不够周密和完善,与预期的目的差距很大,引发的社会问题和矛盾表现更为突出和激烈。这些现象与基层政府的行为有着直接密切的关系,基层政府行为在农村殡葬改革中起着主导作用,要解决现实问题,就必须从研究基层政府行为入手,查找和分析深层次原因,提出建议和对策。本文用法社会学和公共政策分析的方法,来研究农村殡葬改革中的基层政府行为。通过对河南一个县级市农村殡葬改革现状进行调查,阐述了该市农村殡葬改革现状,总结归纳取得的成绩和存在的问题,论述了基层政府行为在农村殡葬改革中的重要地位和作用,并对该市殡葬改革的政府行为进行绩效分析,深入剖析该市农村殡葬改革的问题,指出根源在于基层政府行为的不科学、不完善,要改善农村殡葬改革的效果,必须研究在法社会学层面,作为公共政策的制定和实施者,基层政府如何在农村殡葬改革中充分发挥公共管理和服务职能,改进服务理念,完善基础设施建设,建立新型丧葬秩序,在全面协调、可持续的科学发展观的指导下,从物质、文化、政治、社会、自然生态等方面入手,探索殡葬改革的发展方向,改进基层政府行为,以期达到新时期殡葬改革健康文明、绿色环保的理想目标,推动农村殡葬改革走出困境,实现健康科学发展。更多还原

【Abstract】 The reform of the funeral system is an event in Chinese society which is related to the interests of every citizen. In decades, the great achievements accompanied by many social problems, especially in rural areas, the problem caused by the reform of the funeral system has affected the social stability and development. At present, building a new socialist countryside is a necessary requirement to build the harmonious society. In the circumstances, the research on reform of the funeral system is very important to reality and society.A great change to rural farmers has been brought by the reform of the funeral system, and more serious and more prominent social problem must occur during the course of implement of it for many measure is incomplete and there is a big gap between what we expect and what we do. These phenomena are closely connected with grass roots government action which plays an essential role in the reform of the funeral system in rural areas. It is necessary to identify problem from the grass roots government action and give the corresponding measure and suggestion for solving practical problems.In this paper, the present situation-achievements and problems, the essential role grass roots government action were described by research condition of the reform of the funeral system in a county of Henan rural survey. Through performance Analysis of the government action during reforming the funeral system, the root of the problem was pointed out that the basic unit government action is not perfect. To change the status quo, we must fully exert the public management and service functions, improve the service idea, perfect infrastructure, establishing the new order, from material, funeral cultural, political, social and natural ecological aspects to explore the development direction, improve the government behavior, the reform of the funeral system healthy and civilized and green environmental objectives, promote the reform of the funeral system of rural health science development.更多还原
