西部地区新农村公共文化服务创新研究

【摘要】 公共文化服务是社会主义新农村不可或缺的重要组成部分,公共文化服务水平的高低,直接影响着社会主义新农村战略目标的实现。重视对新农村公共文化服务的理论和实践研究,对于新农村建设、党的执政能力建设以及社会主义核心价值体系建设,对于实现好、维护好、发展好广大农民群众的基本文化权益,对于满足广大农民群众日益增长的精神文化需求、落实科学发展观、构建社会主义和谐社会以及促进社会公平正义,都具有重要意义。本文以“西部地区农村公共文化服务创新研究”立论,在第一章中,阐述了公共文化的基本概念,简述了公共文化具有的公益性、非营利性、营销性的特征,概括了公共文化服务的公益服务、政府主导、普遍提供、公共参与、与时俱进的服务原则,引出了农村公共文化服务的概念。在第二章中,概括了农村公共文化服务的理论基础,分析了新公共服务理论、公共治理理论、新农村建设理论对研究公共文化服务的影响和作用。在第三章中,概述了西部地区所具有的丰富而独特的文化资源,概括了近年来西部地区新农村公共文化服务建设所取得的重大成就,分析了农民对公共文化服务多样化和高质量的需求,分析了影响西部地区新农村公共文化服务建设的经济因素、政治因素、市场和社会因素、人力资源因素以及自然因素。在第四章中,提出了西部地区农村公共文化服务的创新思路和举措,着重从观念理念创新、体制机制创新、内容形式创新、科学技术创新四个方面,论证了在面对西部地区公共文化服务建设中的障碍时,如何创新性地在理论和实践中找到公共文化服务建设的思路和办法,从而推动新农村建设目标的实现。本文的逻辑按照明确基本概念-分析理论基础-概述实践状况-提出创新举措的思路进行,主要运用了文献分析、定量与定性结合、理论与实践结合的研究方法。本文的主要创新点有两点:一是选题的新颖性,因为理论界对农村公共文化服务的研究比较薄弱,以区域划分的分类研究更少;二是解决问题的创新性,从观念理念、体制机制、内容形式、科学技术四个纬度提出了解决西部地区新农村公共文化服务的新思路和举措。更多还原

【Abstract】 Of public cultural services are an essential new socialist countryside, an important component of the level of public cultural services, a direct impact on a new socialist countryside strategic objectives. Emphasis on rural public cultural services for the new theory and practice of research, for the new rural construction, the party’s governing capacity-building and the building of a socialist core value system, for achieve, maintain, and develop the broad masses of peasants of the basic cultural rights and interests of meeting broad masses of peasants growing spiritual and cultural needs, implement the scientific development concept, building a socialist harmonious society and promoting social fairness and justice, are of great significance.In this paper, the "western region of rural public cultural service innovation research" argument, in the first chapter, described the basic concept of public culture, a brief account of public culture, has the public welfare, non-profit, marketing of features, summarized the public culture services, public service and government-led universal access, public participation, the principle of advancing with the times of services, leads to the concept of public cultural services in rural areas. In the second chapter, outlines the theory of public cultural services in rural areas based on analysis of a new public service theory, public management theory, the study of new rural construction theory, the impact of public cultural services and functions. In the third chapter, an overview of the western region has a rich and unique cultural resources, and outlines the western region in recent years, new construction of public cultural services in rural areas by the significant achievements, analysis of the peasants of public cultural services diversification and high-quality requirements, analysis of the impact of new western region the construction of rural public cultural services, economic factors, political factors, market and social factors, human resource factors and natural factors. In the fourth chapter, presented in the western region of rural public cultural services, innovative ideas and initiatives, focusing on ideas from the concept of innovation, institutional innovation, content, forms of innovation, science and technology innovation in four areas, demonstrated in the face of public culture in the western region services, construction barriers, how innovative in theory and practice found in the construction of public cultural services, ideas and approaches, thereby promoting new rural construction goals.The logic of this article in accordance with the basic concept clear - the basis of analysis theory - an overview of the situation in practice - to put forward innovative ideas for initiatives, mainly through the literature analysis, quantitative and qualitative integration of theory and practice of combining research methods. The principal innovation of this article there are two points: First, topics of the novelty, because the theory of rural public cultural services sector research is relatively weak in order to study zoning classification less; second is to solve the problem of innovation, from the concept of philosophy , institutional mechanisms, content, form, science and technology, 4-latitude suggested a solution in the western region of new rural public cultural services, new ideas and initiatives.更多还原
