中国西部经济可持续发展问题的研究

【摘要】 21世纪是现代经济发展的新时代,既是生态文明时代,又是知识经济与可持续发展经济时代。在这一时代背景下,我国西部地区经济发展必须以可持续发展理论为指导,走可持续发展的道路。以可持续发展战略为指导,树立全面、协调、可持续的科学发展观,坚持以人为本,促进经济社会和人的全面发展。本文通过对我国西部地区经济发展面临的有利、不利因素的分析,提出了可持续发展战略的总体思路,制定了可持续发展战略的目标。针对西部地区的特点,因地制宜,归纳了可持续发展应着重解决的关键问题,提出了解决这些问题的具体措施和路径选择。从建立相应的政策保证和制度创新入手,提出了适应西部地区的可持续发展模式,进一步丰富和完善了可持续发展理论,为实现西部地区的可持续发展作了有益的探索。本文首先分析了可持续发展的理论,为西部经济可持续发展战略找到了理论依据。其次,以辩证唯物主义和历史唯物主义为指导,通过对西部地区可持续发展的有利条件、不利因素和面临的挑战三个方面的分析,找出了西部地区可持续发展存在的主要问题,以详尽的数据分析了出现这些问题的原因。最后,针对前面提出的问题,从人口、环境、制度和科教四个方面提出了一些对策,以期能够标本兼治,解决西部地区可持续发展存在的问题,真正使西部走上协调、科学和可持续发展的道路。更多还原

【Abstract】 21st century is a new epoch of modern economic development, not only a epoch of ecological civilization, but a epoch of knowledge economy and sustainable development. In this epoch context, we must supervise western development according to the theory of sustainable development and walk on the road of sustainable development. With the guidance of the sustainable strategy, keep the mind of a comprehensive, cohesive and sustainable development way, persist in people as the first, promote the economic, society and people’s comprehensive development.This thesis brings forward whole thought way of strategy of sustainable development and institutes the object of strategy of sustainable development by analyzing the advantages and the obstructions of western sustainable development. In the light of the characteristics of the west and adjusting measures to local conditions, I sum up the main problems in carrying out the sustainable development and bring forward the measures and route for solving the problems. Start by the corresponding guarantee mechanism and system innovation, I put forward a model of western sustainable development, enrich and perfect the sustainable theory, and make profitable exploration in realizing west sustainable development.Firstly, I analyzing the theoretic source and practical reference, we discover the theoretic basis for sustainable development of west, and afterwards offer practice reference for sustainable development of west by analyzing foreign experience of sustainable development. Secondly, under the guidance of dialectical materialism and historical materialism, we find it is necessary for the west to carry out the strategy of sustainable development. Certainly, the sustainable development of west is a indispensable part of sustainable development of the whole nation. Doing well the sustainable development of west will act irreplaceable important function in ameliorating the environment of our country and realizing the sustainable development.Finally I bring forward strategic object of sustainable development. In view of the foregoing problems, I bring forward some countermeasures from four aspects of population, environment, system, science and technology in order to solve existent problems of sustainable development of west and make the west walk on a harmonious scientific and sustainable road.更多还原
