中国铁通亳州分公司发展战略研究

【摘要】 中国铁通在2008年5月23日之前隶属于国有资产管理委员会,是中国六家国有基础电信运营商之一,成立于2000年12月26日,主要从事国际国内长途电话、本地固定电话、互联网业务、视讯业务、网元出租、寻呼、铁路运输专用通信等业务经营,2008年5月23日与中国移动重组,成为中国移动集团旗下的全资子公司。中国铁通毫州分公司是中国铁通在毫州的分支机构,主要负责在毫州市的业务经营工作。中国铁通毫州分公司自成立以来,经过了“边建设、边经营、边发展,全面进入社会市场阶段”及“重在特色、重点发展,专用网+区域化的理性发展阶段”,并在业务发展方面取得了一定的成绩,但由于前期发展方向不明确、经营管理粗放、投资效益相对较差,特别是由于市场环境持续恶化,既有固话业务的经营遇到了前所未有的困境,致使公司的业务发展速度明显放缓、刚性成本快速增加、盈利能力逐步下滑,已经陷入了困境。因此,尽快制定科学的发展战略已经成为中国铁通毫州分公司的当务之急。本文拟从发展战略理论分析入手,通过分析毫州铁通前期战略制定及落实过程中存在的问题,并在分析当前外部环境、内部资源状况及公司运营过程中主要问题的基础上,提出毫州铁通应如何确立发展战略指导思想及发展战略目标,并从业务发展、资源利用、投资效益、成本控制、提升服务、优化网络、移动融合、战略保障等方面入手提出了发展战略建议措施,为中国铁通制定发展战略提供参考。

【Abstract】 As part of the state-owned Assets Supervision and Administration Commission, China Tietong which has been establishied in December 26,2000, is one of china’s six state-owned telecom operatoes before May 23,2008, mainly engaged in international and domestic long-distance telephone,local fixed telephone,data services, internet business,on-line viedo,Net Element lesed,paging , special communications business of rail transport, etc. Since May 23,2008,as paart of Chia MobileChina .Tietong Bozhou branch is a branch of China Tietong in bozhou, which is mainly responsible for the business in bozhou.Since the establishment of China Tietong Bozhou brabch,after the "constructing which faring and deveping,and roundly entering the stage of a social market", and "emphasizing the characteristics, focusing on devopmeng and the rational devopment stage of special network together with regionalization",the company has made certain achievements in the business,but because of pre-devopment direction was not clear,operation and management were rough,investment returns were correspondingly poor,particularly beacause of the continued deterioration of market conditions,operation of the existing fixed-line services faced unprecedented difficulties,and this resulted in the obvious slowdown of company’s pace of devopment,the rapid increase in the cost of rigidity,and the gradual decline of profitability,then the company has been plunged in hot water.Therefore,establishing the strategy of scientific devopment as soon as possible has become the urgent affairs of China Tietong Bozhou branch.This paper based on the theoretical analysis of Development Strategy,through analyzing the existing problems of Bozhou branch’s formulation and implementation of early stratagy,and according to analysis of the current external environment,internal resources and the main issues in the course of company’s operating,proposed how should China Tietong Bouzhou branch to establish the guiding ideology of devoping strategic and the strategic objectives,and according to the business developent,resource utilization,investment efficiency,cost control,financing channels,service improving and network optimizatint,mobile convergence,strategic security,and other aspects,proposed measures of the development strategy,and provided reference for the formulation of development strategies of China Tietong Bozhou branch.
