【摘要】 建基于新公共服务理念之上的服务型政府,是一种具有多目标综合作用的全新的政府模式,蕴含着公平正义、公共服务、公共责任、公民参与等价值诉求。服务型政府的价值理念以一种内化的方式渗透到政府治理模式的选择中,引领着政府治理模式的变革和创新,因此,以寻求公共利益与共同体普遍共识为目标的协同治理便具备了强大的驱动力。协同治理作为服务型政府的治理模式,一方面是政府、市场和公民社会形成一个开放的系统,通过非线性的互动演绎整体的合作效应,产生扩大的生产力,创造行政现代性所追寻的服务中心主义和责任至上主义;另一方面是服务型政府实际运作过程所选择的公共政策工具,强调社会管理的多元化和有效政府的功能角色定位,将焦点转向致力于解决公共问题,创造出公共生活之良序,从而实现公共利益的最大化。总结福建省石狮市政府治理变革的基本经验,将为我们呈现一个以公民社会为推力、以协商民主为指导、融良好的秩序需求与公共利益需要于一体,在社会、市场与政府的合作下产生协同效应的治理模式。这将为现代社会的各级政府提供范本,以此为借镜,培育和发展公民社会,加强权力伦理建设,积极推进制度创新,真正实现服务型政府的协同治理。更多还原

【Abstract】 The service-oriented government which based on the principle of new public service is a completely new government model with the comprehencive of multiple goals. It contains the value demands of fairness and justice, public service, public responsibility and citizen participation. The principle of service-oriented government infiltrates the choice of governance model, leads the reform and innovation in government governance model. Therefore, the synergetic governance has great driving force because it sets the promoting common goods and mutual understanding of community as the goal.The synergetic governance as the governance model of service-oriented government, for one thing, is the open system formed by government, market and civil society. It has expansion productive forces through the co-operation effect which is nonlinearity and interactive, so as to make the public policies and projects which fix the public needs can be effectively and well implemented ; For another, is the public policy instruments used by the service-oriented government. It emphasizes the diversity of society management and the functional role of the effective government, focuses the attention on solving the public problems and create a well-ordering of public life in order to achieve the maximization of public interest. The paper summarizes the basic experience of the reform of government administration in Shishi, Fujian. It will show us the governance model of service-oriented government which is promoted by civil society; guided by democratic consultation; contains both the needs in order and public benefits. The governance model of service-oriented government has the synergistic effect which made by cooperation among society, market and government. The paper will provide a template for governments at all levels for the modern society ,by cultivating and developing citizen society, strengthening power ethics construction, actively promoting system innovation, in order to realize synergetic governance of the service-oriented government.更多还原
