【摘要】 地籍管理制度是国家土地管理制度的重要组成部分。我国从1986年开始建立城乡统一的地籍管理制度,经过20多年的发展之后,地籍制度本身不仅存在许多需要完善的部分,在实践中也存在许多矛盾和问题。如何进一步完善地籍管理制度,适应现代多用途地籍的发展趋势,也是深化我国土地管理体制无法回避的问题。本文通过比较研究、实证分析、文献综述等方法,重点阐述了我国地籍管理体系发展的历程和存在问题,并以舟山市地籍管理改革作为案例进行研究,分析了地籍管理的改革措施,取得的初步成效以及存在的不足。通过比较德国、俄罗斯和台湾等国家和地区地籍管理制度的经验,得出对我国地籍管理制度建设和发展的借鉴意义。在此基础上提出了完善我国地籍管理制度的政策建议:一是完善地籍管理的立法;二是建立集中统一的地籍机构;三是加快地籍管理的全覆盖;四是促进地籍管理的社会化和产业化。希望本文的研究,可以促进地籍管理工作全面纳入法制化管理轨道的步伐,更快形成一套由中央到基层的完善管理体系,也为政府部门决策提供理论依据和技术方法。更多还原

【Abstract】 Cadastre administration is an essential constituent of land management system in our country. China has established a consolidated urban and rural cadastre administration since 1986. With more than 20 years of the development, there are not only many aspect that we must make them perfect, but also many contradictions and problems in practice. Therefore, how to make the cadastre administration perfect ulteriorly and adapt to the modern multi-purpose cadastral development trends is an unavoidable problem in deepening china’s land management system.According to the comparative research, the empirical analysis and the literature review, the main concern of the article is the development history and problems of China’s land management system. At the same time, based on Zhoushan cadastre administration reform, it analyzes the reform measures of cadastre administration, preliminary achievements that we have obtained, and some shortcomings. Through comparisons of Germany, Russia and Taiwan and other countries and regions’experience in cadastre administration,we obtain some inspiration and experience to develop our land management system. On this basis, it offers policy proposal on how to make our land management system perfect. For one thing, perfect the legislation of cadastre administration. For another thing, establish a centralized and unified Administrative agencies. Third, speed a complete coverage of cadastre administration. Finally, promote the socialization and industrialization of it.The author hopes that the research can speed up a legislative framework for cadastre administration and establish perfect management from the seat of the central government to the seats of local governments so as to provide theoretical base and technique for government decision-making.更多还原
