赣南低山丘陵地区土地整理项目规划设计方法和技术研究

【摘要】 土地整理是现阶段我国实现耕地总量动态平衡的主要途径。由于我国地域辽阔,在进行土地整理工作时表现出明显的地域差异性,加上赣南低山丘陵区特殊的地理条件,土地整理不可能照搬平原地区、经济发达地区的经验,而应根据本地区土地利用特点及地质、地貌和生态条件,综合考虑各方影响因素进行规划设计。本文运用土地整理基本理论,借鉴国内外土地整理实践经验,结合地区实际,主要采用了系统工程方法和数学方法研究赣南地区土地整理规划设计理论与应用,并以国家投资土地整理重点项目——崇义县扬眉镇土地整理为例进行了实证研究。全文共分六个部分:第一部分分析了国内外土地整理的现状和问题,并探讨了土地整理的概念、内涵和意义以及本次研究的内容和实例。第二部分研究了土地整理的相关基础理论、目前土地整理项目的运作程序和土地整理的基本原则。第三部分在分析赣南地区土地利用、土地整理现状的前提下,研究了赣南低山丘陵地区土地整理项目规划设计的理论框架和工程技术措施;第四部分在对崇义县扬眉镇土地整理项目进行可行性研究的基础上,运用前面探讨的适合赣南低山丘陵地区土地整理规划设计理论与方法,结合当地实际,因地制宜确定了该项目区的规划设计方案;第五部分通过层次分析法的应用探讨了土地整理项目规划的优化问题以及项目综合效益评价问题,并通过实例进行了验证;第六部分为研究形成的结论及建议。更多还原

【Abstract】 The land consolidation is the main path that the present stage our country carries out the dynamic equilibrium of the farmland total amount. Because the region in our country is broad, showing an obvious region difference while carrying on the land consolidation work, plusing a lower-mountains and hills area special geography condition of the south region in Jiangxi, The land consolidation impossibly shine on experience of moving the plain region, economic flourishing region, but should make use of characteristics and geology, geography and ecosystem condition according to the native area land, comprehensive consider everyone impact factor carry on a planning and designing.This thesis usage the basic theories of land consolidation, learn and borrow practical experience from a domestic and international land consolidation, combine the actual circumstance of region, mainly adopted the method of system engineering and Mathematics researchs the theories and the application of planning and designing of land consolidation in the south region in Jiangxi, and with the important project of the national investment of land consolidation lies in yangmei Town of chongyi county of ganzhou of jiangxi Province as the actual example of research. The full text is totally separately six part: the first part analyzed domestic and international the land consolidation of present condition and problem, and researched the concept, content and meaning of land consolidation and the content and actual example of this studying. The second part studied the related foundation theories of land consolidation, and the basic principle and the operation procedure of item of land consolidation currently. The third part studied the theory frame and the engineering technology of planning and designing of item of land consolidation while analyzing the present situation of land utilization and land consolidation in the south region in Jiangxi. The fourth part studied the feasibility on the land consolidation project in yangmei Town of chongyi county, and made use of the theories and the method of front study on the project of land consolidation of lower-mountains and hills area in the south region in Jiangxi, determined the solution of Planning and Designing in line with the local conditions. The fifth part researched the optimization problem of planning and the comprehensive evaluation problem of land consolidation project with Analytic hierarchy process, and made use examples are verified.
