上海国际人才市场建设机制的实证研究

【摘要】 伴随着经济全球化趋势的增强,我国人才流动与配置呈现出国际化互动的特征。人才市场的国际间流动,一改过去单向流出的局面,出现了多层次、双向流动的立体型格局,并经历着从单一的有形市场,向有形、无形市场和信息共享格局转变。国际、国内人才市场之间的融合更加直接,我国人才市场逐渐成为国际人才市场重要的组成部分。本文系统性的对国际人才市场进行了理论研究,并对国外与上海的国际人才市场现状做了文献研究,最后通过文献研究结合实证研究的方法对上海国际人才市场的建设机制提出了对策建议。本论文共有7章,分为四大部分。第一部分对为国际人才的基本范畴作了诠释,并概括了国际人才所需具备的基本特质,然后分别阐释了国际人才市场的概念、构成和功能。第二部分分析了上海的国际人才市场的基本要素与现状。第三部分谈谈了上海国际人才市场建设中存在的问题。第四部分介绍了各国及地区国际人才市场的机制模式,包括各国国际人才市场的引智目标、针对国际人才的居留政策、价格环境、社会环境、信息渠道、机构组织、海外扩张战略等。第五部分是上海国际人才市场的对策建议。

【Abstract】 With the trend of economic globalization increases, China’s talent flow and configuration assumes an international, interactive features. The international flow of talent market, a one-way out of the situation changed in the past, there has been a multi-level, two-way flow of three-dimensional structure, and underwent a physical from a single market, to the tangible and intangible changes in the market and information-sharing pattern. International and domestic talent more direct integration between markets, China’s talent market has gradually become an important international component of the talent market. This systematic international talent market to conduct theoretical studies, and foreign and international talent market status in Shanghai has done a literature search, the final adoption of empirical research literature method of combining the international talent market, the Shanghai-building mechanism put forward countermeasures and suggestions.This article includes four major sections. The first part of the basic category of international personnel were interpreted and summarized the international personnel necessary for the basic characteristics, and then separately to explain the concept of the international talent market, composition and function. The second part of the analysis of national and regional mechanisms for the international talent market models, including the national objective of the international talent market talent immigration against international personnel of residence policy, price environment, social environment, information channels, institutions and organizations, overseas expansion strategy. The third section explores the status of the Shanghai international talent market. The fourth part is the measurements to construct Shanghai international talent market.
