【摘要】 改革开放以来,农村医疗卫生条件有较大的改善,农村缺医少药的一般问题已基本解决。但是,由于多数地方农村医疗保障制度不健全,农民医疗负担较重,仍然存在部分农民看病难、看病贵的现象。农民对医疗保障有着迫切的需求。建立农村合作医疗保障制度,从制度上解决农民的基本医疗保障和看病难问题,是农村的一项基础性工作。新型农村合作医疗制度作为社会主义新农村建设的重要内容和农村医疗保障制度的最主要形式,对持续发展我国农村经济,提高农民生活水平和切实解决“三农”问题都具有重大意义。新型农村合作医疗从2003年试点至今已有6年时间,农民对其评价如何、实施效果如何,对将来完善这一制度实现可持续发展有非常重要意义。本论文在调研的基础上分析农民对新型农村合作医疗的总体评价以及不同农民对该制度的评价,从而得出该制度得到农民普遍认同的结论。新型农村合作医疗得到农民普遍认同基于两方面的原因:该制度改善农民就医环境、减轻农民医疗负担。但农民对于该制度的具体实施以及医疗供给方有一定的意见。从制度的受益者角度来完善新型农村合作医疗,应采取健全新型农村合作医疗制度、完善新型农村合作医疗制度配套机制、提高医疗机构服务水平的措施来促进新型农村合作医疗的良性运行和持续发展。本论文在调研基础之上将定性分析与定量分析结合起来。首次分析农民对新型农村合作医疗的评价,并采用截面数据的定量分析方法对不同类型农民进行分析。在此基础上提出从农民角度完善新型农村合作医疗的政策建议。更多还原

【Abstract】 The medical and health conditions in rural areas have a great improvement since the reform, the problems of general medical services in rural areas have been basically solved. However, because of the imperfect rural health care systems, the health care burdens still exist among the peasants: it is too hard and expensive to see the doctor. They have an urgent health care needs. The establishment of rural cooperative medical insurance system for peasants is one of the foundations of the rural work. As an important aspect of rural medical insurance system and the most important form of building a new socialist countryside, the new rural cooperative medical insurance system make great effects on sustainable development of China’s rural economy and improvement of their living standards and effectively solve the "three rural" issues of great significance. The new rural cooperative medical insurance system from has been put in a pilot for 6 years ever since 2003.The evaluation and implementation of its impact, and in the future to improve the system to achieve sustainable development have a very important significance.In this paper, based on the analysis of survey farmers to New Rural Cooperative Medical Insurance of Peasants as well as the overall evaluation of the evaluation of the system of farmers, the farmers come to the system to be generally accepted conclusion. The New Rural Cooperative Medical Insurance of Peasants has been generally recognized farmers based on two reasons: to improve the system medical environment farmers to reduce the medical burden of farmers. But the peasants for the specific implementation of the system as well as medical supply-side views of a certain degree. Beneficiaries from the perspective of the system to perfect a new type of rural cooperative medical care should be taken to improve the new rural cooperative medical system, improve the new rural cooperative medical system and raise the level of medical service measures to promote the new rural cooperative medical care to run a healthy and sustainable development.In this paper, the research will be based on qualitative analysis with quantitative analysis to combine. Analysis of the first farmers to new rural cooperative medical evaluation and cross-section of data using quantitative analysis method for the analysis of different types of farmers.
