ISO9000在成人高等教育教学评估指标体系构建中的应用研究

【摘要】 成人高等教育教学质量评估作为保障成人高等教育质量的一种有效手段,在我国已有多年的理论探讨和实践经验。对推进我国“科教兴国”、“人才强国”战略和高等教育大众化,提高成人教育教学质量,促进“学习型社会”的形成等方面起到了重要作用。然而,实践表明,在作为成人高等教育教学质量评估最重要的指标体系构建上还存在许多的问题。其中,评估指标体系构建方法的问题成为最重要、也是最迫切需要解决的问题。本文独辟蹊径,在把握成人高等教育教学质量评估的历史发展脉络、剖析成人高等教育教学质量评估指标体系存在的主要问题的基础上,对引用国际通用的ISO9000标准来构建成人高等教育教学质量评估指标体系的必要性和可行性进行了分析论证,进而大胆引入ISO9000标准的理念和质量方法,并结合本人在成人教育教学管理方面的实践经验,就如何借用ISO9000的质量方法来分步构建成人高等教育教学质量评估指标体系进行了具体、详尽的论述,以期对构建一个科学、合理、可行、有效的成人高等教育教学质量评估指标体系提供借鉴和参考。

【Abstract】 As an effective tool of ensuring the teaching quality of the adult higher education, the teaching quality assessment of adult higher education has been theoretical studied and practical experienced for many years in China. It has been played an important role in promoting the strategy of "invigorating the country through science, technology and education" and of " reinvigorating China through human resource development", improving the quality of teaching adults as well as promoting the formation of "learning society". However, the practice shows that, as the most important part of the teaching quality assessment of adult higher education, there are still many problems on the building of indicator system. Among them, the construction method of the evaluation index system has become the most important and most pressing problems.This article finds a new way to these problems. On the basis of grasping the historical development and analyzing the main problems of adult higher education teaching assessment indictor system, this article demonstrates the necessity and feasibility of using ISO9000 standards to construct the adult higher education teaching assessment indictor system. Then boldly introduced the concept and quality methods of the ISO9000 standards and used my teaching management experiences of adult higher education for a specific, detailed exposition on how to use the quality methods of the ISO9000 standards step-by-step to construct teaching assessment indictor system of adult higher education. With the hope of providing a reference to the construction of a scientific, feasible and effective teaching assessment indictor system of adult higher education.
