【摘要】 随着我国社会经济的发展,改革开放的不断深化和市场经济体制的逐步建立,我国区域经济的联系越来越密切,区域合作的范围和领域不断拓展,合作规模不断扩大,形成了像长江三角洲、珠江三角洲等重要的经济区域。要推进长株潭城市群的一体化发展,必须加强长株潭城市群地方政府的合作。然而目前长株潭城市群内的地方政府间合作还仅仅处于初级阶段,地方政府合作机制尚未完善,制约了长株潭城市群的发展。在总结国内外理论和实践的基础上,本文尝试论述优化长株潭城市群地方政府合作机制体系,以期能推动长株潭城市群地方政府合作的顺利开展。本文研究内容可以概括为以下几个方面:第1章:绪论。介绍本文选题的背景和意义,综述了国内外学术界对此领域的研究成果,寻找到研究的空白点,同时对全文的思路、内容、研究方法和可能的创新点进行了简要介绍。第2章:城市群政府合作的理论依据及城市群政府合作的意义。分析城市群发展的理论依据和政府合作的理论依据,探讨其提出的意义,为长株潭城市群政府合作机制优化的理论支撑。第3章:长株潭城市群政府合作机制的现实基础及主要困境。在分析长株潭城市群政府合作机制优化的背景的基础上,探讨长株潭城市群政府合作机制现实基础及主要困境,分析现有政府合作机制的主要局限,解释了长株潭城市群政府合作机制需要优化的问题。第4章:国内外政府合作实践及其启示。主要总结国内长江三角洲地区政府合作机制和美国地方政府合作机制的实践经验,并结合长株潭城市群实际情况分析其可借鉴之处。第5章:优化长株潭城市群政府合作机制的途径。本章是全文的核心部分,借鉴国内外城市群成功的实践经验,从长株潭城市群政府合作机制的制度环境、机构载体及保障机制三个方面初步探讨长株潭城市群政府合作机制优化的具体路径。更多还原

【Abstract】 With our country social and economic development, the continuous deepening of reform and opening up and the gradual establishment of the market economy, close ties with the regional economy, and expanding cooperation in scale and shape as the Yangtze River Delta ,Pearl River Delta and so on. To promote Changsha-Zhuzhou-Xiangtan city group integrated development, it is necessary to strengthen the cooperation of local governments in Changsha-Zhuzhou-Xiangtan city group. However, the current Changsha-Zhuzhou- Xiangtan city group just in the initial stage of cooperation among local governments. Local government cooperation mechanisms have not yet been established, seriously hampering the development of the Changsha-Zhuzhou-Xiangtan city group development. The conclusion on the basis of theory and practice, we construct the mechanism of cooperation between local governments in Changsha-Zhuzhou- Xiangtan city group system, with a view to promoting the smooth development of cooperation between local governments.In this paper can be summarized as follows:Chapter 1: Introduction. This article introduced the background and significance of topics, an overview of domestic and foreign academic research in this area, looking for gaps in research, at the same time the idea of the text, content, research methods and possible innovation introduced briefly.Chapter 2: the theory basis and significance of city group government cooperation. Analysis of theoretical basis of city group government cooperation and explore its significance; introduce Chinese status of city group government cooperation, which is the the environmental analysis of optimization of Changsha-Zhuzhou-Xiangtan city group government cooperation mechanisms.Chapter 3: the realistic foundation and the main obstacle to Changsha-Zhuzhou -Xiangtan city group government cooperation mechanisms. on the basis of the analysis of the background of optimization to Changsha-Zhuzhou-Xiangtan city group government cooperation mechanisms, research its realistic basis and main obstacle, analysis its main constraints and explain why Changsha-Zhuzhou-Xiangtan city group government cooperation mechanisms need to optimize. Chapter 4: Research on practice of the government cooperation at home and abroad. Main summary of experience of Yangtze River Delta co-operative mechanism and local government cooperation mechanisms in the United States, analysis of their lessons combined with the actual situation in Changsha-Zhuzhou-Xiangtan city group.Chapter 5: the way of optimization to Changsha-Zhuzhou-Xiangtan city group government cooperation mechanisms. This is the core of this paper, use the successful practical experience of city group government cooperation mechanisms in home and board for reference, research on specific path of optimization to Changsha-Zhuzhou- Xiangtan city group government cooperation mechanisms in there aspects: institutional environment, institutional mechanisms and Protection mechanism.更多还原
