转型期行政价值观冲突的生成机理及其整合机制研究

【摘要】 自20世纪70年代末中国进行改革开放以来,中国社会进入全面转型的伟大时期。这一社会转型既是历史的必然性,又具有价值的合理性。它不但带来了物质层面的巨变,而且推动了政治进步和社会发展。在这一过程中,中国的政治文化包括行政文化获得史无前例的大发展,导致了行政主体思想文化和价值观念的深层碰撞。既导致行政主体价值比较的选择和整合上的困难以及价值追求上的困惑、疑虑和迷茫,又激起了行政主体对新的行政价值体系和核心价值观探求的热情。本文以当代中国社会转型为观察背景和分析框架,以“行政价值观冲突”、“行政价值观冲突的表现形式与特征”、“行政价值观冲突的生成机理”为理论支撑和概念分析框架,以历史唯物主义为基本的研究立场和方法,探寻社会转型时期的行政价值观冲突的整合机制既是一种理论的期盼,也是一种现实祈求。当代中国社会转型是历史的转折,促进了经济结构、政治结构与文化心理结构等社会结构的重大转型。社会结构的变化一方面必然推进行政环境变迁和激发行政系统自身发展,另一方面,由制度和结构冲突造成行政系统价值观念的困惑、迷惘与冲突,即行政价值观冲突。当代中国社会转型期行政价值观的冲突主要表现为:行政价值主体之间的矛盾冲突、一元行政价值观和多元行政价值观的冲突、传统行政价值观与现代行政价值观的冲突、中西方行政价值观的冲突。行政价值观冲突表现出影响因素的多重性、表现形态的多样性、内在结构的复杂性与持续时间的持久性等特征。行政价值观冲突的发展是多种因素作用的结果,它的生成有着自己内在的发展逻辑。从主体角度来看,行政价值观冲突是价值观念的演进与价值发展的内在规律,是行政文化转型与文化变迁的客观结果,是行政主体价值的实现与主体价值的满足,因此价值演进是行政价值观冲突生成的理论逻辑;从现实条件来看,行政价值观冲突是经济体制的转变与利益格局的调整、行政体制的改革与政府职能的转变、管理方式的改进与技术手段的创新等因素影响下的客观结果,所以社会转型是行政价值观冲突生成的现实逻辑;从历史发展脉络角度来看,行政的发展是推动行政价值体系变革的杠杆、行政发展的价值选择是行政价值变迁的基础、行政发展是解决行政价值观冲突的最佳途径,所以行政发展是行政价值观冲突生成的历史逻辑。构建行政价值观冲突的整合机制应当坚持工具性行政价值和目的性行政价值相统一、理性因素与非理性因素相统一、主导价值观与主流价值观层次相统一、行政价值观冲突的整合和优化相统一的基本原则。行政价值观冲突整合机制的基本框架主要由社会引导机制、认知接受机制、利益调节机制、舆论评价机制、法律约束机制构成。

【Abstract】 Since the Reform and Opening-up which began in the 1970s, China had entered into a great period of transition. This social transformation has the inevitability of history, as well as has the reasonable value. It not only has led to profound changes in the material level, but also pushes forward the political progress and social development. In this course, China‘s political culture including administrative culture developed greatly, which leaded to the violent collision between the administrative culture and administrative values of the administrative body. It leads to administrative bodies faces the difficulties on selecting and integrating the values, as well as the confusion, doubts and puzzling in pursuing on administrative value. Besides,it fans administrative bodies’flame on exploring the new administrative values and core values.This paper sets in China’s social transition as the background and analytical framework, views“conflicts of administrative values”,“characteristics and traits on conflicts of administrative values”,“the formation mechanism on conflict of administrative values”as the theoretical support and the analytical framework of concept, views the historical materialism as the methods and basic position of this research. Exploring the mechanisms on the conflicts of administrative values in the period of social transition, which not only become a kind of theoretical expectations, but also realistic pray.As the turning point of history, China’s social transition gears up the transitions on economic structure, political structure and psychological structure of culture. The Changes in social structure gear up the administrative environment transition and the development of administrative system, on the other hand, the conflict of system and structure bring about the conflicts of administrative values. In contemporary society, the manifestations of conflict on administrative values show as follows: the conflicts on the subjects of administrative value; the conflicts between one-chief and multi-chief of administrative values; the conflicts between traditional administrative values and modern administrative values; the conflicts between China’s administrative values and western countries’administrative values. The traits on the conflicts of administrative values show as follows: the multiplicity of the influencing factors; the variety of the display forms; the complexity of the internal structure and the constancy of the duration.The development of the conflicts on administrative values is caused by a variety of factors, the formation of the conflicts on administrative values has its’internal logic of development. From the point of view of the subject, the conflicts on administrative values are the inherent law on the evolution of values; the objective results on the transformation of administrative culture; the realization of the subjects of administrative value; therefore, the evolution of the value is the theoretical logic of the conflicts on administrative values. From the point of view of actual conditions, the conflicts on administrative values are the objective results on the changes of economic system and adjustment of pattern of interests; the reforms of administrative system and the changes of government functions; the improvement of management methods; therefore, social transition is the practical logic of the formation mechanism on conflict of administrative values. From the point of view of the context of historical development, administrative development is the lever of the reform of the changes on administrative value system; the value select on administrative development is the foundation of the changes of administrative value; administrative development is the optimal path to resolve the conflicts on administrative values; therefore, Administrative development is the historical logic of the conflicts on administrative values.Constructing the integration mechanisms of conflict of administrative values should adhere to the following basic principles: the unity of tools and purpose of the administrative value, the unity of rational and irrational factors, the unity of values-led and the mainstream values and the unity of integration and optimization. The basic mechanism framework of integration about the conflict on administrative values includes: social-guided mechanisms, reorganization-accepted mechanisms, benefit-adjusted mechanisms, public opinion-evaluated mechanisms, laws-restrained mechanisms.
