【摘要】 政务环境是指政府为实施社会公共管理、促进社会经济发展和提高人民生活水平所提供的政策、行政的资源和条件。政务环境既包括硬环境,也包括软环境,后者尤显重要。硬环境是指行政的物质设备,可以通过加大投入很快得到改善;而软环境——党政行为等的转变则需要做长期的努力,也是本文要浅析的主题内容。工业园区是具有中国特色社会主义经济发展的前沿阵地。在经济全球化背景下,为了吸引社会资源、提升本地区的市场竞争力、保持本地区社会经济可持续发展,各地竞相加快各项制度改革,已成为经济社会发展的潮流。工业园区政务环境是提高园区竞争力的主要指标,对招商引资和入园企业的发展产生重大影响。经过二十多年的实践发展,在政务环境建设方面成效显著,但随着经济社会的不断向前发展,也暴露出了不少问题。如,政务环境优化意识不强,法制观念淡薄,公开、公平、公正原则时有违背,政府审批问题仍未根治,政府信誉不高等。本研究以九华工业园为个案,从工业园区企业的角度分析工业园管委会和政府部门提供的政务环境,探讨优化政务环境、提高园区竞争力的现实途径。本研究遵循马克思主义认识论从实践——理论——实践的认识规律,采用从发现问题入手,通过综合运用各种研究方法来探寻解决问题办法的思路展开全文的研究。首先,本研究缘起于笔者在工业园区实践工作中发现的一系列问题。为思索问题解决办法,通过请教导师、专家和查阅相关理论书籍,初步得出这些问题的大部分是属于政务环境方面的题。重新搜集资料,梳理政务环境相关理论后,发现政务环境对工业园区发展意义重大,但工业园区政务环境存在很多问题。在分析一般工业园区存在问题的原因后,笔者利用工作之便,对所属的湘潭九华工业园区政务环境做了全面分析。最后,结合一般工业园区存在的工业园问题和作为个案的九华工业园存在的问题,提出了优化工业园区政务环境的基本途径,即以金融危机期间国家加大基础设施投入为契机,力求改善政务硬环境,着重建设政务软环境。更多还原

【Abstract】 Administrative environment for the implementation of the Government refers to social and public management, the promotion of socio-economic development and improve people’s standard of living provided by the policy, administrative resources and conditions.
