基于职业生活满意度的公务员心理调适能力提升研究

【摘要】 公务员心理调适能力,是指公务员自对其工作、学习和生活环境中的诸种变化采取心理和行为上的调整策略,使公务员能够适应这些变化,从而达到有利于所从事的实践活动及自身身心健康的能力。心理调适能力有利于增强公务员的身心健康;提高公务员的工作效率;有利于进一步树立政府在公众中的良好形象;有利于是提高公务员队伍德才素质;还有利于公务员施展其他的能力。积极向上的精神状态、以变应变的良好心态、坚定自信的成败观念、豁达开朗的处世态度是公务员心理调适能力的目标。但是由于“官本位”思想观念根深蒂固,选拔过程中关于心理调适能力的考查制度不全,管理过程中对其心理调适能力的关注程度不高等造成了公务员心理健康状况不佳、公务员心理控制能力欠缺、公务员心理适应能力不足、公务员心理抵挫意志不强等心理调适能力不强的现象,降低了公务员职业生活的满意度,影响公务员工作的积极性,并最终导致了行政效率的低下。公务员心理调适能力建设是一个系统性的问题,需要公务员自身、政府组织与社会这些内外因素共同发挥作用。因此,公务员要学会积极的心理认知、形成健康的心理情感、进行良好的心理控制、拥有明确的心理动机;而政府组织要努力做到塑造良好的组织环境、建立和谐的人际关系网络、完善公务员的用人机制、增设公务员管理体制中的压力管理、开展有针对性的培训活动;社会也要努力做到提供优良的社会支持、增设心理咨询服务机构、营造良好的社会氛围,进而全方面的提高公务员的心理调适能力,打造高质量、高满意度的公务员职业生活,最终促进其行政效率的提高。

【Abstract】 The psychological adjustment ability of civil servants mainly means that the civil servants adopt diverse strategies to acclimatize themselves to the changes of work, study and living environment. In this way, the practical activities and mental-paschal health of civil servants could be maintained. Furthermore, the working efficiency of civil servants could also be improved which is beneficial for the good image establishing in public. It is also beneficial for the improvement of civil servants’overall quality.The targets of civil servants’psychological adjustment ability are active mental status, positive state of mind, confident concepts of success and failure and open-minded living attitude. But due to the deep-rooted Official Standard, there are neither comprehensive examinations of psychological adjustment in the selection process nor enough attention to it in the management. This has caused the existing problems of civil servants’bad mental status, lacing of psychological control, having no strong will etc. And these phenomena directly lead to the lacking of satisfaction and activity in civil servants’working.The building of civil servants’psychological adjustment ability is a systematic problem. It requires the comprehensive cooperation of civil servants, government organizations and the whole society. The civil servants need to learn active psychological recognition, forming healthy mental status, having good emotion control ability and motives. The government organizations need to build up a positive working environment and harmonious human relations improve the selection system and organizing psychological ability training programs. The society should improve the numbers and quality of the psychological consulting organizations, offer a good and supportive social environment in order to improve the civil servants’psychological adjustment ability. The improvement of civil servants’professional lives could finally lead to higher administrative efficiency.
