【摘要】 地震灾害摧毁了人们的家园,造成了巨大的人员伤亡和财产损失,是人们必须正视的问题。本文从伦理的层面审视汶川地震灾害问题、从伦理的角度思考地震灾害的救助问题。在实施灾害救助的过程中,若缺乏伦理原则和规范,将直接影响灾害救助的效果。因此,从伦理学视角来探讨汶川地震灾害的相关问题,展开多维度的思考,对我国今后的防灾抗灾工作将具有重要的现实意义。本文从政府、个体和社会应付的责任出发,构建了灾害救助的伦理维度。随后阐析了地震灾害与伦理的关系,探讨了汶川地震救助的伦理升华和汶川地震救助中的伦理缺失,弘扬了抗震救灾中体现出来的中华民族传统美德、社会主义核心价值、慈善救助等伦理精神,从救助群体和新闻报道两方面揭示了地震灾害救助中的伦理缺失。通过对汶川地震的伦理思考,提出了地震灾害救助的公共伦理原则和对策,认为突发性地震灾害救助的公共伦理原则有:一是以人为本原则:二是团结互助原则;三是整体利益大于部分利益原则;四是知情原则。此外,提出了一些灾害救助的伦理对策:建设灾害伦理文化,健全灾难救助伦理规范,提高应对突防性灾害危机的道德意识。更多还原

【Abstract】 Earthquake destroyed people’s homes, causing enormous casualties and property losses, are the issue which should be addressed. In this paper, the level of ethical re-view from the Wen-chuan earthquake disaster issues, from an ethical point of view the question of the earthquake disaster relief. Disaster assistance in the implementation process, if the lack of ethical principles and norms, will directly affect the effective-ness of disaster relief. Therefore, from the perspective of ethics to explore the Wen-chuan earthquake-related issues, carried out multi-dimensional thinking, the fu-ture of our country’s disaster prevention and disaster relief work will have important practical significance.This article from the government, individual and social responsibility to deal with the construction of the ethical dimensions of disaster relief.
