【摘要】 在构建和谐社会和建设社会主义新农村的历史进程中,农村公共文化服务己经成为一个重要的、必须被广泛关注的民权和民生议题,而且更重要的是,对于处于社会转型和政府改革的中国来说,这也是一个公共精神培育和政府功能重塑的议题。从理论上来看,新公共服务的理论对于我们重新认识农村文化的深刻内涵和政府在农村文化发展中的角色有非常重要的意义,同时,新公共服务的理论为反思和探索农村文化发展中的公共行政提供了一个全新的理论框架和视角。基于此,政府必须重新树立农村文化发展中公共行政的价值理念,重新认识农村文化发展的民主化、人本化和社会化。从现实性上来看,环江县农村文化服务的现状和困境要求政府必须有新的发展思路,创新农村文化服务的体制,协调农村经济与文化的发展,走强制性变革和诱致性变革相结合的道路。因此,服务型政府的前瞻性和环江县农村文化发展的现实性都要求政府重新审视农村文化服务中的公共行政。本文正是在此认识和理解的基础上,提出了政府提供和发展农村文化服务的思路,即通过保护民族文化、倡导多元化的发展导向、创新文化体制和政府供给策略,为探索环江县公共文化产品和服务的供给问题提供一个新的视角,推动农村的文化传承,促进环江农村文化服务的发展。更多还原

【Abstract】 During the historical course of structuring the harmonious society and the socialism new countryside, rural public culture service has already become an important topic about the civil-rights and the people’s livelihood which must be close attention to extensively, and more important, as for the China at the period of society transition and government reform, that’s also a topic of fostering public spirit and reshaping governmental functions.Theoretically speaking, the theory of the New Pubic Service plays an important part in understanding the deep meaning of rural culture and the government’s role in the rural culture development, meanwhile, the theory of the New Public Service offers one brand-new theory frame and visual angle for reviewing and exploring the public administration in rural cultural development. Based on this, government must rebuild the public administration’s value idea in rural culture development and review the democratization, humanism and socialization of the rural culture development. Realistically speaking, the current situation and predicament Huangjiang county rural culture service require government to renovate the developing thought, to innovate the system of the rural culture and to take the way combining mandatory transform with inductive transform. Therefore, both the perspective of service government and the reality of Huangjiang county rural cultural development require government to review the public administration of rural cultural service.This paper based on the cognition and understanding, proposes Government’s Tactics of the Huangjiang county rural public culture service development, claims the innovation of products and service’s supplies through varying culture development, innovating culture system and government’s strategic plan, push the rural culture continuity, and promote the development of Huangjiang county rural culture service.更多还原
