城市污水处理工程综合效益评估的理论与模型研究

【摘要】 城市污水处理工程是城市基础设施建设的重要组成部分,对城市的发展影响重大。为确保工程建设方案选择的合理性和总体决策的正确性,必须对工程的综合效益进行评估。城市污水处理工程综合效益评估是一项复杂的系统工程,涉及到经济、社会和环境等各个方面。以往的污水处理工程评估大多从经济效益出发,忽略了其他方面的影响因素,存在着一定的片面性。本研究从经济、社会、环境三个方面选择了具有代表性的23项综合评估指标,并给出了大多数指标的量化公式和标准方法。然后,根据层次分析法确定各项指标的权重,再采用灰色评估法建立城市污水处理工程综合效益评估模型,相对于单一的经济评估模型更加合理和全面。首先,在介绍国内外城市污水处理发展现状和综述国内城市污水处理的研究现状基础上,分析评述了目前评估体系已经取得的成果以及还存在的不足,提出了本研究所采用的评估方法。其次,在分析基础设施的定义、特点,基础设施综合效益评估方法的基础上,对城市污水处理工程的属性,其综合效益评估的特点和评估原则进行了详细的讨论和分析。第三,以指标建立的思想和原则为前提,构建了由经济、社会、环境3个方面指标组成的污水处理工程综合效益评估系统总体框架。并在评估系统总体框架的指导下建立了城市污水处理工程综合效益评估指标体系,同时对指标体系进行了分析研究。第四,根据指标体系以及污水处理工程的具体情况,选择以层次分析法作为计算评估指标权重系数的方法。通过问卷调研,得出各项指标相应的尺度表,经过分析计算,得出各项指标的权重系数。在权重系数确定后,根据灰色评估的基本原理,建立了城市污水处理工程综合效益的灰色多层次评估模型。第五,对湘潭河东污水处理工程的建设背景、概况和工艺流程做了简介,并将该污水处理工程的相关数据带入评估模型,从而得出湘潭河东污水处理工程的综合效益值。该研究成果为今后的城市污水处理工程建设提供了指标上的参考。最后,总结了研究成果,同时指出本论文需要进一步研究和完善的内容。灰色多层次综合评估模型,与现行的城市污水处理工程可行性分析中以经济数据为主的评估方法相比,更能客观地反映系统要素对整体的影响,使评估结果更为全面、科学、合理,为城市污水处理工程的建设提供较好的科学依据。

【Abstract】 Urban sewage treatment project is the important component of the urban infrastructure construction, and it has a significant impact on urban development. In order to ensure the reasonableness of the choice program and the accuracy of the overall decision-making, made evaluation on the comprehensive benefit of the urban sewage treatment project is necessary. Making comprehensive benefit evaluation on urban sewage treatment project is a complex and systematic project which is involved the economic, social and environmental aspects. Previous evaluations of the sewage treatment project were preceded more from the economic benefits; there are one-sidedness that the other influence factors were neglected.This study selected 23 comprehensive evaluation indexes from 3 aspects of the economic, social, environmental, and the quantization formula and standardized method of the most indexes. The weights of the various indexes are confirmed by AHP, and the comprehensive benefit evaluation model of urban sewage treatment project is established by using Gray evaluation method, it is more reasonable and comprehensive than the single economic evaluation model.Firstly, on the base of introduced domestic and foreign development of urban sewage treatment, and summarized the domestic sewage treatment research, the study analyzed the achievements and deficiencies of the current evaluation system, and it point out the evaluation method in the study.Secondly, on the base of analyzed the definition, features of the urban infrastructure, and the evaluation method of the comprehensive benefit, the study discussed and analyzed the attribute of urban sewage treatment project, and the feature, the principle of the comprehensive benefit evaluation.Thirdly, in the premise of concept and principle of the index, the evaluation system of urban sewage treatment project comprehensive benefit was established the economic, social, environmental, 3 different aspects. On the guidelines of the evaluation system, the evaluation index system was established. At the same time, it analyzed the index system.Fourthly, on the foundation of the index system and the fact circumstances of urban sewage treatment project, the study used AHP to calculate the weight coefficient. Through the questionnaire, it educes the corresponding scaling list of the index. After analyzed, on the base of the principles of Gray evaluation, it established the Gray Multi-level Comprehensive Evaluation Model.Fifthly, it introduced the construct background, survey, and the process of the He Dong’s sewage treatment project of Xiangtan, and the relevant data was put into the comprehensive evaluation model and got the result. The research result can be a reference for the urban sewage treatment project in the future.Finally, it summarizes the research results in conclusions part, and it also pointed out the content which is need for further research.Comparing with the present programs selection which is briefly according to the economic data used in urban sewage treatment project feasibility analysis, the Gray Multi-level Comprehensive Evaluation Model can reflect the influence of each system factor to the whole body more objectively, and makes the evaluating results more scientifically and reasonably, provides preferable scientific accordance for the urban sewage treatment project construction.
