【摘要】 随着我国城镇化进程的加快和小城镇经济的发展,小城镇的健康发展需要完善的基础设施。污水处理设施已经成为现代城镇基础设施的一个重要组成部分,完善的污水处理设施有利于小城镇经济发展,促进城镇的可持续发展,可以提高人民的居住环境、生活质量和水平。然而由于经济条件限制,小城镇污水处理设施建设、运营情况极大地落后于社会需求。城市水务市场化改革和一些东部小城镇的成功实践都表明,市场化融资是解决小城镇污水处理设施建设、运营困境的有效途径。本文首先分析调查了目前小城镇污水处理设施建设、运营和投资融资现状,深入了解我国目前小城镇污水处理设施的现状是认识其存在问题的关键。然后重点分析了小城镇污水处理设施实行市场化融资存在的问题,结合城市水务投融资改革的经验,提出“政府主导下的市场化融资”是解决小城镇污水处理设施建设、运营困境的最佳途径。面对小城镇污水处理设施市场化融资存在的困难,从宏微观2个层面提出了解决方案。宏观上必须要建立和完善小城镇污水处理设施的市场化融资体制,并重点分析了小城镇的排污收费政策和市场化融资的方式。微观上必须要提高小城镇污水处理项目的财务可行性,以达到进行市场化融资所需要的投资回报。深入分析小城镇排污收费政策,以及各种融资方式在不同经济和社会发展水平的地区(东、中、西部)小城镇的适用性,是本文的创新点之一。另一创新点就是从污水处理企业经营的微观角度,探讨了污水处理投资决策分析,在成本分析、盈亏平衡分析的基础上,分析了政府补贴的确定及方式。更多还原

【Abstract】 As China’s urbanization process speeding up and the development of small towns’economy, the healthy development of small towns needs to improve the infrastructure. Sewage treatment facilities have become an important part of modern urban infrastructure. The good sewage treatment facility can controbute to developing small towns’economy, promote the sustainable development of towns, and improve the people’s living environment, quality of life. However, due to the limit of economy conditions, the construction and operation of Small town sewage treatment facilities has greatly lagged behind the needs of society. The water market-oriented reforms in citys and the eastern small towns’successful practices have shown that marketing financing is an effective way to solve the plight of sewage treatment facilities in small towns.This article first analyzes the sewage treatment facilities’situation of construction, operation and financing in small town. Understanding of the situation deeply is important to recognize the problems of sewage treatment facilities in small town. Then it analyzes the problems of marketing financing implementing in small towns’sewage treatment facilities. Comblying the experience of water market-oriented reforms in citys, this paper puts forward that“marketing financing led by governmen”is the best way to solve the difficulties in small towns’sewage treatment facilities. Confronting the marketing financing’difficulties in small towns’water treatment facilities, this paper makes solutions from the micro-macro 2 levels. On the macro, it is necessary to the establishment and improvement of marketing financing system in small towns’sewage treatment facilities, mainly analysising the small towns of the sewage charging policy and marketing financing approach. On the micro, small towns must improve the sewage treatment project’s financial viability in order to achieve the required return on invest.One of innovations in this article is analyzing the small towns of the sewage charging policy deeply and the applicability of variety of financing approachs in different levels of economic and social development in the region (eastern, central and west). Another innovation is to explore the investment decision-making analysis from the micro-business’view and determine the manner of government subsidies on the basis of the cost analysis and break-even analysis.更多还原
