【摘要】 随着城市经济的发展和城市化进程的加快,城市交通问题成为了城市发展的重要问题。从我国城市现状看,公共交通优先发展是解决城市交通问题的有效方法,但公共交通优先发展还存在不少问题,本文在吸收国内外许多学者研究成果的基础上,对苏州市公交优先发展战略进行了研究,以指导苏州市的公交优先发展。第一部分首先介绍了城市公共交通公交优先的内涵及必要性,指出公交优先是公交姓“公”,大众优先,体现社会公平和效率。并分析了公共交通优先发展的影响因素,对影响公交优先发展的因素进行了系统的研究。第二部分分析了苏州市城市现状、公共交通现状、以及存在的问题。接着对国内外城市公共交通优先进行分析,并对国外的实施现状情况进行总结,吸取其经验,探索苏州公交优先发展的途径和措施。第三部分从苏州市的实际情况出发,提出了公交优先发展对策,从公交优先战略、城市规划、公交规划、基础设施、管理制度、政策法规、参与者等方面对公交优先的实施和保障进行了研究。提出改变苏州市公共交通规划理念,通过理念的转变,改善现状公交优先发展状况,不断完善苏州市整体公共交通的服务质量和运营水平,打造公交优先发展的良好环境,提高公共交通对市民的吸引力,切实解决苏州市公交优先发展问题。更多还原

【Abstract】 With the economic development of cities and acceleration of urbanization,urban traffic is becoming a big problem. At present in the internal city, there are a lot of problems in the development of public system .The paper study on the basis of many other researches studying on the priority development strategies for urban transportation to guide the development of Su Zhou city priority public transit.First, analyses the content of public transit priority, means people priority, embodiment the justice and efficiency of the society. Then analyses the factors of he development of public transit priority, and Conducted a systematic study with them.Second, analysis of the status of Suzhou city, public transport status, as well as the existence of the problem. Then analyses the Situation of public transit priority at home and abroad,and summing up,lessons of their experience and explore ways to develop public transport of Su Zhou.In the third part of the paper,a countermeasure of public transit priority is proposed according to the real condition of Suzhou city’s characters and developing scale. We made investigations on implement and guarantee of public transit priority policy from the following main aspects. For example: the comprehensive planning of the city, the planning of public transport, the Infrastructure of the city, setting up laws for public transit and the Participants of the public transit priority. We should change the traditional concept of once change, through persistent perfecting of service and transportation quality, improved better environment for public transit priority, we can make public transportation more attractive to citizens and solve the problems of public transit priority of Suzhou city.更多还原
