建设工程监理业疲软原因探讨及发展战略研究

【摘要】 由于新的建设项目管理模式的涌现和国外有实力的工程咨询公司进入我国工程咨询管理市场,致使当前我国建设工程监理行业出现疲软现象。我国建设工程监理企业要想在日趋激烈的市场竞争中求生存、谋发展,就必须深入分析建设工程监理企业所处的外部环境和自身内部条件,研究我国建设工程监理企业的发展战略和发展方向,谋求更高的发展。本文以建设工程监理企业的发展战略为目标,分析了建设工程监理行业目前存在的问题及其产生的原因。分别运用PEST分析法和五力模型对建设工程监理企业的外部宏观环境和行业环境进行了分析。采用职能分析和资源分析相结合的方法,对建设工程监理行业的内部条件进行了分析。以工程项目管理企业为参照对象,比较了在市场适应性、企业体制、企业管理、人力资源、企业文化五个方面的相对优势和劣势。论文采用改进的SWOT方法对建设工程监理企业进行了SWOT分析,得出目前建设工程监理企业的两个优势发展战略:1)优势—机会(SO)组合战略,即利用监理企业的现有优势,抓住机会,向工程项目管理方向发展;2)优势—威胁(ST)组合战略,即利用优势,修练内功,改革体制,可拓市场,积极应对新型工程咨询管理企业进入市场的挑战。论文对建设工程监理和工程项目管理的关系进行了分析,指出了监理企业向工程项目管理发展的要点是:1)建立现代企业制度;2)加强人力资源管理;3)建设和改造企业文化。

【Abstract】 With new construction project management modes emerging and powerful engineering consulting companies of foreign countries entering China’s market of project consultation management, the current construction supervision industry in our country is getting sluggish. In order to seek for survival and development in the more and more competitive market, China’s construction engineering supervision enterprises have to thoroughly analyze their external environment and internal conditions, and study their development strategy as well as direction, so as to seek further development.Taking the development strategy of construction engineering supervision enterprises as the target, this article analyzes the present problems of current construction supervision industry and the reasons of such problems. The exterior macroscopic environment and the industry environment of construction engineering supervision enterprises are respectively analyzed with PEST method and Five-Force model. In addition, the internal conditions of construction supervision industry are analyzed with the method of combining function analysis with resource analysis. Regarding project management enterprises as the reference object, this article compares their comparative advantages and disadvantages from five respects including market adaptability, enterprise system, enterprise management, human resources and enterprise culture.This article gives SWOT analysis of construction engineering supervision enterprises by adopting improved SWOT method, and attains two advantageous development strategies of current construction engineering supervision enterprises. One is the combination of strength and opportunity strategy, namely, using existing strength of these supervision enterprises to catch the opportunity, in this way, they can develop towards the direction of project management. The other is the combination of strength and threat strategy, namely, using strength to strengthen the internal capacities, reforming system, and developing market, in this way, they can face the challenges actively which are caused by the entering of new project consultation management enterprises.The article analyzes the relationship between construction engineering supervision and project management, and points out the main points of supervision enterprises’ development towards the direction of project management, which include establishing modern enterprise system, strengthening human resources management, and constructing and reforming enterprise culture.
