基于GIS的地籍管理信息系统的设计研究

【摘要】 地理信息系统技术(GIS)在我国已经广泛应用,在资源环境及设施的管理和规划中发挥着日益重要的作用,并且逐步形成为一门新兴的信息产业。随着21世纪的来临,一个新型的信息社会和空间时代展现在人们面前,地理信息系统技术将在国民经济建设中将发挥更加重要、更加积极的作用。近些年来,随着数据库技术、空间信息技术的发展和我国城乡一体化进程的加快,传统的地籍管理信息系统模式在网络化、数据组织管理、多用户并发、数据共享及深入应用等方面存在的问题,不能满足现代地籍管理业务的需要。而城乡分割的地籍管理系统相互独立、缺乏统一的参考规范、数据共享困难,无法解决城乡统一管理、城乡接界和城乡数据合一等问题,无法符合新的城乡一体的土地分类体系。因此需要利用面向对象技术和地理信息系统技术,建立以地籍管理业务流程为核心,集工作流(Workflow)、办公自动化(OA)和地理信息系统(GIS)技术为一体的适应现代地籍管理需要的城乡一体化地籍管理信息系统。为“数字国土”、“数字城市”的建设目标迈出重要的一步。全文共分为六部分。第一章绪论,分析了国内外地籍管理信息系统的研究进展,阐述论文的研究目的与意义和研究内容;第二章,基于GIS地籍管理信息系统的总体设计研究。通过对基于GIS的地籍管理信息系统需求的分析,阐述了系统设计的总体目标以及思路,设计了基于GIS地籍管理信息系统的总体架构及数据库;第三章基于GIS的地籍管理信息系统的关键技术研究;第四章详细阐述了地籍管理信息系统的地籍数据预处理与数据库的设计。着重介绍了宗地数据库、基础空间数据库、土地利用现状与规划数据库的开发设计;第五章根据系统设计的总体目标和原则等介绍了基于GIS的地籍管理信息系统的功能结构,着重介绍了子系统地籍登记系统、地籍变更系统和土地证管理系统的开发设计,最终进行了实际的系统实现。第六章概述本研究的基本结论,指出了本研究的创新与不足。

【Abstract】 Geographic Information System (GIS) has been widely used in China. It plays more and more important role in the management and planning of environment and equipment resources, and it is gradually evolving to be an innovative information industry. Looking forward to the 21st century, while a new digital society and cyberspace era is coming, Geographic Information System will play more important and active role in the national economic development than ever before.In Recent years, with the development of database and spaces information technology and the acceleration in the integration of the rural and urban areas, the problems, relating to these aspects, such as network, mass data quantity management, multiuser concurrent, data sharing and the in depth use of CMIS, makes that the traditional mode of cadastral management information system can not meet the requirement of cadastral management operations in modern times. And segmentation of urban and rural cadastral management system of independent of each other, lack of unified reference norms, difficult of data sharing, can not solve the problems such as unified management of urban and rural, urban and rural areas bordering and urban and rural data and so on, can not conform to the new integrated urban and rural land classification system. Therefore required using Object-Oriented technology and geographic information systems technology, the integration of urban and rural cadastral management information system that sets Workflow (Workflow), office automation (OA) and Geographic Information System (GIS) technology as a whole and is based on cadastral management business processes as the core, should be set up. It is an important step in the goal of building "Digital Territory", "Digital City".The full paper included six parts. The first chapter introduction, analyzed the domestic and abroad cadastre management information system’s research progress, elaborated the paper’s research purpose and significance and the research contents. The second chapter is the integral design research of cadastral management information system based on GIS, Elaborated the cadastre management system management system integral aim as well as the building ideas, by analyzing the demand of cadastral management information system based on GIS, Designed the overall architecture and database of cadastre management information system based on GIS. The third chapter studied the key technologies of cadastral management information system based on GIS. The fourth chapter elaborated the cadastral data preprocessing and database design of cadastral management information system based on GIS. Particularly introduced the development and design of parcel database, basic spatial database and land utilization present status and planning database. The fifth chapter according to the system integral design objectives and principles introduced the functional structure of cadastral management information system based on GIS, Especially introduced the development and design of cadastral register system, cadastral alteration system and land certificate management system, Finally carried out the actual implementation of the system. The sixth chapter, an overview of the basic conclusions of this study, pointed out the innovations and lack of this study.
