【摘要】 农业产业化是以市场为导向,通过龙头企业将分散的个别生产过程转变为互相联系的社会生产过程,实行农业生产的专业化分工,一体化经营,社会化服务、企业化管理,进而提高农业的经济效益。农业产业化经营是解决我国“三农”问题的根本出路,是改造我国传统农业的客观需要和必然选择。作为农业产业化经营中重要载体,龙头企业得到了政府的关注和支持,但有限的政府资金只能用来扶持重点龙头企业,众多的农业中小企业得不到发展,影响了农业产业化进程。农业产业化投资基金,是以政府资金作为启动资金,引导和鼓励社会资本进入农业产业化经营,扶持具有增长潜力的农业龙头企业的发展。本文在借鉴国内外产业投资基金发展的基础上,结合我国农业产业化经营和具有增长潜力的农业龙头企业特点,界定了农业产业化投资基金的内涵,设计了农业产业化投资基金的运行机制,为农业龙头企业提供一条切实可行的融资渠道。首先,提出农业产业化投资基金设立的必要性,界定了农业产业化投资基金的涵义和特征。其次,从资金来源、募集方式、交易方式、募集程序和影响因素几个方面分析农业产业化投资基金的资金的募集。第三部分是本文的主体部分,主要对农业产业化投资基金的运行进行具体设计,详细分析了投资方向定位、项目初选和评估及最后的决策和投资安排、投资管理,并结合农业投资项目的特点,设计了项目评价体系和评价模型。第四部分主要对农业产业化投资基金退出进行了说明,并选择合适的退出方式。最后,就发展我国农业产业化投资基金提出相应的对策建议。更多还原

【Abstract】 Agriculture industrialization, based on market-oriented enterprises, transforms the decentralized individual production process to the interrelated social production process through leading enterprises. It will implement specialization of agricultural production, integrated operation, socialization service, enterprise management and improve economic benefits of agriculture. Agriculture industrialization is an important way out for solving the three rural issues-agriculture’s, countryside’s and farmer’s. It is objective needs and inevitable choices for transforming traditional agriculture in China. Leading enterprises receive concerns and supports of government as key carriers in the operation of Agriculture Industrialization, but limited government funding can only be used to support the key leading enterprises, a large number of small and medium-sized agricultural enterprises are lack of development, which affects the process of agriculture industrialization. The agriculture industrialization investment fund, which is taken the start fund by the government finances, guides and encourages social capital to enter the operation of agriculture industrialization, supports the development of leading agricultural enterprises with growth potential.This dissertation, based on borrowing from the development of industrial investment fund at home and abroad and combining the operation of agriculture industrialization and the characteristics of leading agricultural enterprises with growth potential, defines the connotation of investment agriculture industrialization fund, designs the operating mechanism of agriculture industrialization investment fund, provides a feasible financing channel for leading agricultural enterprises. Firstly, this paper puts forward the necessity of establishment of agriculture industrialization investment fund and defines its connotation and characteristics. Secondly, the paper analyzes the fund-collecting methods of agriculture industrialization investment fund from sources of funding, methods of collecting and transaction, procedures of collecting and influencing factors. The third part, as the main part of this dissertation, specifically designs the operation mechanism of agricultural industrialization investment fund, analyzes the investment orientation, primaries and evaluation of projects, final decision-making, investment arrangements and investment management in detail, and designs evaluation system and evaluation model of the project combining with the characteristics of investment of agricultural projects. The fourth part mainly explains the exit reasons of agriculture industrialization investment fund, and chooses the proper exit way. Finally, this paper put forward the corresponding policies and proposals on the development of investment fund about agriculture industrialization in China.更多还原
