WebGIS在跨区电网经营计划管理系统中的应用

【摘要】 随着我国国民经济的发展,电力资源需求迅速增长,使得电力业务不断扩大,为了保证电力企业的安全生产和正常运行,提高供电质量和稳定性,需要有一个可靠的运行系统作为电力部门生产和发展的基础。“跨区电网经营计划管理系统”正是基于目前的电力形势而提出的。系统使用WebGIS技术实现对电网项目空间信息和属性信息的管理,在Internet上提供交互的地图和数据。本文首先研究了WebGIS的理论和相关技术,包括WebGIS的体系结构、实现方式、开发平台、空间数据库引擎等,然后在此基础上介绍ESRI的WebGIS解决方案ArcIMS,最后从系统设计和实现的角度讲述WebGIS在电网中的应用。本文讨论的重点是使用WebGIS技术实现跨区电网经营计划管理系统。系统的总体架构设计采用WebGIS的三层体系结构,即客户层、应用服务器层和数据服务器层。应用服务器层采用ESRI公司的解决方案ArcIMS实现电网项目空间信息的地图发布;数据服务器层使用Oracle数据库管理属性数据,通过ESRI公司的空间数据引擎ArcSDE和Oracle数据库共同管理空间数据。从体系结构上来看,系统既具有C/S强大的事务处理能力和安全完整的约束能力,又具有Web的简便灵活性,从而使实现真正业务相关的应用成为可能。系统以总体架构设计为指导,以功能部件设计为核心进行系统开发,围绕主框架设计进行系统功能部件整合,以运行环境设计为指导搭建系统的物理平台,最终实现了一个基于电网数据的WebGIS系统。系统综合目前跨区电网项目的空间信息和属性信息,使用WebGIS技术、数据库技术、网络技术等,实现了电网项目地理位置和属性信息的实时管理与整体集成。用户只需要使用IE浏览器,就能查看到电网分布图,并进行电网项目的空间定位,同时能够方便快捷的查询到相关信息。本系统的实现提高了相关单位对跨区电网项目状态管理的实时性,提高了跨区电网的工作效率和管理水平,具有较大的经济效益和社会效益。

【Abstract】 With the development of national economy,the demand for electricity resources is growing rapidly,making the electricity business expanding.In order to ensure the safe production and the normal operation of electricity enterprises,and improve the supply quality and stability,We need a reliable system in the power sector to product and develop.Application of WebGIS in Cross-grid Business Plan Management System is made based on the current power situation.System uses WebGIS technology to manage spatial information and attribute information of Power Grid project.And it Provides interactive maps and data in the Internet.This article first studies the theory of WebGIS and related technologies,including the architecture of WebGIS,way to achieve,development platform,Spatial Database Engine and so on.And then on this basis,it introduces ArcIMS which is the ESRI’s WebGIS solution.Finally from the system design and implementation,it tells us WebGIS’s application of Power Grid.This article focuses on finishing the Application of WebGIS in Cross-grid Business Plan Management System with WebGIS technology.The overall system architecture design uses three-tier architecture of WebGIS,that is customer-and application-server and data server layer.Using ESRI’s WebGIS solution ArcIMS,application-server layer publishes spatial information of Grid project as a map.Data server layer uses Oracle database to manage attribute data,and uses ESRI’s Spatial Database Engine ArcSDE and Oracle database to manage spatial data.In the framework,system has strong ability to deal with the affairs and security and integrate constraints capacity of C / S,and also has simplicity and flexibility of Web.So that it makes the true business-related applications possible.System bases on the overall system architecture design.Design of function components is the core for system development.Function components integrates around the main framework design.Environmental design guides to set up system’s physical platform.Ultimately we realizes a WebGIS system of grid-based data.System integrates the spatial information and attribute information of current cross-grid projects,and uses WebGIS technology,database technology and network technology to achieve real-time management and integration of location and attributes information in Power Grid project.Users only need to use IE browser that will be able to view the Grid map,carry out the space positioning of Grid project,and query information conveniently.System increases enterprises’s real-time management of cross-grid project,and improves the cross-grid efficiently.So that it has great economic and social benefits.
