【摘要】 本文基于商品房销售中产生面积纠纷的两大因素:房产面积测量和面积计价方式进行分析探讨,提出了按套内面积计价解决方案,并就西安市实行套内面积销售的可行性和实践方案进行了深入探讨。论文首先在总结房屋面积量算纠纷产生原因的基础上,分析讨论了《房产测量规范》中未作具体规定并经常产生纠纷的具体问题,并提出了解决房产面积测绘问题的方法;然后分析了三种商品房面积销售计价方式的利弊,提出了套内面积计价解决面积纠纷的思路,并进行了按套内面积计价的适宜性分析;最后重点介绍了西安市商品房销售市场存在的问题,提出了在西安市实行按套内面积销售的方案,并通过调研分析其可行性,同时进行方案设计和宣传策划。实践证明:商品房按套内面积销售是当前和今后相当长时间内解决面积纠纷问题的有效途径。它能减少双方的信息拥有成本,提高商品房销售管理效率,营造公平公正的销售环境,是一种具有良好推广应用价值的商品房销售机制。更多还原

【Abstract】 This dissertation carries on an analytical discussion on the real estate area survey, as well as the issue of price mode , which are the two greatest factors of the area disputation in commodity apartment distribution. A new solution has been proposed that the house property area measures to account inside the area, the feasibility and the implementation that sold in Xi’an according to account inside has been carried on the thorough discussion.Firstly, the dissertation summarizes the reasons of area disputation , on the foundation , Author analyze some question that are usually bring to some problems but does not been make concrete provision in《the Standard of Survey to the Real Estate》, and put forward to a method to solute it;Then Author analyze it’s advantages and shortcoming in three kind of commodity apartments according to account inside being suitable; Finally, introduced with emphasis the existence question in Xi’an commodity apartment market , Author analyzes its feasibility through the investigation and study, simultaneously carries on the plan design and the propaganda plans.The practice proved that: The commodity apartment distribution with account inside is an effective method to solute area disputation in a quite long time .It can reduce the bilateral information cost, enhances the management efficiency in commodity apartment soling, builds a fair environment.
