【摘要】 根据内蒙古自治区公路交通发展的目标,国家规划将环境保护工作作为经济结构战略性调整的重要组成部分,公路建设项目在勘测、设计、施工中要充分考虑生态环境、水土保持、保护耕地、节约用地。在公路建设的同时做好公路两侧的防护和绿化工程,努力把公路建设与周边环境改善结合起来,使之协调和谐地发展。但我国一些城市土地沙化等生态环境破坏范围持续扩大,特别是内蒙东部地区,水资源短缺、水土流失严重、生态环境不断恶化、荒漠化日益加剧并不断向东推进。本文针对内蒙古草原生态环境极其敏感和脆弱地区,赤通鲁公路建设所带来的生态环境问题,以保护内蒙古草原地区的特殊生态环境为前提,合理的选择和比较施工方案,实施合理的施工方法及手段,采取适宜的生态保护及恢复技术,实现最佳的生态保护效果及建设项目与生态环境的协调发展。本文详细研究了国内外公路建设生态环境保护的发展情况,研究了公路建设对生态环境的影响,分析了考虑工期、成本、资源、生态四目标综合考虑的生态网络计划的编制,分析了路基、路面、桥梁施工生态保护技术研究,确定了赤通鲁项目建设的生态保护方案,分析了公路施工期间水土保持技术、防尘技术、噪声控制技术,确定了赤通鲁项目的水土保持方案、防尘方案、噪声控制方案,分析了公路沙害的成因及危害,确定了赤通鲁项目防沙固沙方案。更多还原

【Abstract】 According to Inner Mongolian autonomous district highway transportation development goal, the national plan takes the environmental protection work as the important component of the economic structure strategic readjustment. So the highway construction project in survey, design and the construction needs to consider the ecological environment, conservation of water and soil, the protection of farming, saving the land. Meanwhile we should complete the protection and the forestation project along the road both sides, diligently unifies the highway construction and the peripheral environment improvement and causes it to develop harmoniously. But ecological environment destruction such as some city land desertification scopes expand continually, especially in Inner Mongolia eastern area water resources is specially short, the soil erosion is serious, the ecological environment worsens, the desertification intensifies day by day and advances increasingly to the east. This topic is in view of the extremely sensitive and vulnerable area in the Inner Mongolian prairie ecological environment, ecological environment question bringing by the highway construction, taking protects the special ecological environment in Inner Mongolia prairie areas as the premise, implementing the reasonable construct practice and the method, adopting suitable the ecological protection and restore the technology, realizing the best ecological protection effect and coordinated development. of basic construction project and ecological environmentThis paper studies on highway construction at home and abroad for the development of eco-environmental protection, the ecological environment protection during highway construction, and takes the project cost, resources, ecological goals into consideration in the ecological network plan, and analyses the ecological protection craft during the roadbed, road, bridge construction, conservation of water and soil technology, dustproof technical, the noise control technology during highway construction period.
