【摘要】 经济结构的调整和优化是经济发展中人们重点关注的问题。作为特定区域经济的动态框架体系,作为区域经济关系分布、架构、整合的有机整体,经济结构对区域经济发展的方式、效益、目标、趋势产生总体影响。目前,呼、包、鄂城市经济对区域经济发展的带动作用逐步释放。然而,随着经济向高层次纵深发展,城市经济发展的带动作用远不能满足区域经济和社会发展的需求。呼包鄂区域经济发展迫切需要更加强大的动能推动,这种动能主要来自于城市经济规模、结构、功能、效益无可比拟的区域经济。现在已经具备了构建区域经济整体的基本条件。创建呼包鄂区域经济结构既存在必要性,又具备可能性。可以预见,呼、包、鄂城市经济发展的趋势和前途是形成区域经济有机整体。本文贯穿对区域经济的民族属性的分析。蒙古族为代表的多元民族经济主体主导呼包鄂区域经济结构演变的全部过程。从结构和内容来看,文章首先从对呼、包、鄂城市经济结构现状入手进行分析,认为目前呼包鄂地区存在城市和区域两层次经济结构,这是区域经济结构的过渡状态。随后,分析了正在形成中的区域经济结构雏形的特征与功能。进而,在分析经济结构现状时,从两个方面展开:一方面,从静态和动态两个视角分别考察了呼包鄂区域经济结构的内部构造以及运行过程。静态来看,区域经济结构是各种经济子结构组成的有机体系,产业结构处于核心和主干地位;动态来看,以区域内主干企业的技术现状及发展趋势为切入点,分析区域技术为内核的产业结构的变动,以及以产业结构为主干的区域经济结构变动进行分析。另一方面,对呼包鄂区域经济结构存在的问题及其原因进行说明,指出区域经济结构存在缺口和断层。在此基础上,指出呼包鄂区域经济结构演变的合理路径,并对监控经济结构变动的指标体系作出规定。最后,探讨呼包鄂区域经济结构的演变趋势,提出创建呼包鄂全域经济结构的战略构想。更多还原

【Abstract】 Economic structure adjustment and optimization is an important issue that many people concern in ecnomic development. As a dynamic framework of a specific regional economic system, as organic integraty distribution. Architecture,and conformity in Hu,Bao,E region, the approach, benefits, objectives, trends of economic development are influenced by the economic structure. At present, the drive to Hu,Bao,E‘urban economy for regional economic development is gradually released. However, along with a higher level development of the economy, the urban economy development’s lead role far from being able to meet the demand of the regional economy and the social development.The development of regional economy urgent need more formidable kinetic energy impetus,which are based on econmic structure in the regional.We have alread had the basic conditions in building a entire economic structure. To create the entire structure not only has the necessity, but also has the possibility.It can be foreseen that the trends and future of urban economic development will be a regional organic integrity.This article penetrates to analyse the national attribute of the economy. Mongolian lead the entire process of the main multi-national economy structure’s evolution. From the structure and content, this article begain with the analysis of urban economic structure,there exists two-level economic structure in the region, which is a transition state of the regional economic structure. Subsequently, analysing function and the characteristics of the emerging regional embryonic economic structure.Foremore, when analyse present economic structure situation, and the analysis launches from two aspects. On the one hand, from static and dynamic perspectives, inspects the inner structure and operation process of economic structure. Static, the various economic sub-structure composed of an organic system, and the industrial structure is in the core and the branch status. Dynamic, take the regional enterprise’s technics and the trend of development as the breakthrough point,to analyzed regional industrial and entire economic structure’s evolution. On the other hand,describes the problems and the reasons of regional structure, points out there existing gaps and the faults. Based on this, points out reasonable way of regional economic structure’s evolution,and ascertain the index system used to monitor the changes of economic structure. Finally, investigate the evolution trends of the structure, proposed strategic concept of Hu,Bao,E’s“integrated regional economic structure.”更多还原
