汽车分队运输安全评价研究

【摘要】 本文首先阐述了进行汽车分队运输安全评价的重要意义,并从驾驶员素质,车辆状况及道路环境三个方面系统分析了影响汽车分队运输安全的因素。在此基础上,构建了多层次的运输安全评价指标体系,并使用专家调查法确定了各评价指标的权重。在评价方法上,提出了模糊综合评价法和检查表分析法相结合的评价方法(FCE/CA)。引入了模糊综合评价法,建立了运输安全评价的数学模型,定量评价运输安全等级;设计了组合式运输安全检查表,定性分析运输安全水平,提出针对性预防对策。其次,运用Visual Basic和Access软件开发了运输安全评价信息系统(TSAIS)。该系统简单易用、界面良好,能快速、准确地完成评价工作。最后,在部队某汽车连,通过使用运输安全评价信息系统和运输安全检查表,在驾驶员执行运输任务前进行了分析评价,得出了的运输安全等级,提出了科学合理的预防事故对策。应用实例表明:该安全评价方法得当,安全检查表设计合理,评价信息系统易操作、效果较好,可以在汽车分队执行日常运输任务前使用。

【Abstract】 This paper firstly introduces the significance of transport safety assessment, and analyzes systematically the qualification of drivers, the condition of vehicle and traffic situation which influence the transport safety. On the basis of this, the transport evaluation system of multi-levels is built up. Expert investigation is used to define the weight of all evaluation indexs. Regarding the evaluation method, fuzzy comprehensive evaluation and safety checklist analysis are applied together. Fuzzy comprehensive evaluation is introduced and the transport safty assessment model is set up to evaluate the grade of transport safety quantitatively. Conbined safety checklist is designed to qualitatively analyze the level of transport safety, and targeted preventive actions are proposed.Secondly, Visual Basic and Access are used to develop the transport safety assessment information system (TSAIS), which is simple, easy, user-friendly and able to finish the assessment quickly and exactly.Finally, take one vehicle troop for example, the transport safety level is got, scientific and reasonable actions are brought forward to prevent the accident before executing the transport assignment, just by using this checklist and TSAIS. The result shows that this assessment method is proper and feasible. The checklist for transport assessment is reasonable, TSAIS is easy to use and can achieve good result. So, it can be used before executing daily transport assignment in vehicle troop.
