州域经济结构功能分析

【摘要】 在系统论中,结构决定功能,结构一定,功能随之确定,功能有正负功能之分,对结构具有反作用。正功能的发挥能够使结构保持目前的状况,反之,负功能的发挥会促使目前的结构进行相应的调整,以发挥更大功效。同理,经济系统中,经济结构决定经济功能,经济功能通过反作用调整经济结构,以实现经济结构功能最大化。本文利用结构功能之间的关系,以湖南省湘西州为例来研究州域经济结构功能之间的关系。分析湘西州在资源结构基础上的经济结构,来判定经济结构功能发挥的情况,并通过功能的发挥情况调整相应的经济结构。在对湘西州进行整体的了解基础上得出州域内的优势资源为:山地资源、矿产资源及旅游资源,而对湘西州产业结构演进的观察中可知湘西州的产业结构一直处于优化过程中。对州域经济结构功能的判定主要从两个方面来进行:一是资源开发潜力。主要利用区位商方法得出目前湘西州的比较优势产业为第一产业中的农业及林业;第二产业中的有金属矿采选业、黑色金属矿采选业、黑色金属冶炼及压延加工业、有色金属冶炼及压延加工业、饮料制造业;第三产业中的交通运输仓储与邮政业、批发零售业。从优势产业可以看出,湘西州的优势产业都是依靠州域内的优势资源进行的开发从而发挥比较优势的;而利用结构变动系数法对资源潜力的发挥状况可以看出,比较优势资源中的林业、有色金属的冶炼及压延加工业、饮料业和批发零售业等受多方影响,开发利用程度在降低,而其余的优势产业开发利用程度在逐渐加大。二是产业竞争力优势方面,利用偏离-份额法计算得出目前湘西州的产业中,只有工业的结构偏离量和竞争力偏离量为正,说明其结构较为合理,且具有一定的竞争力;农业、农林牧渔服务业和金融业的结构合理,但是竞争力不强,说明其产品在全省范围内不具备一定的竞争实力;牧业、房地产业、交通运输、仓储和邮政业、批发和零售业林业和虽然具有一定的竞争力优势,但是,结构的不合理部分抵消了其竞争力优势,结构需要调整;而林业、渔业、建筑业不仅结构不合理,而且也不具备竞争力优势。最后,在分析湘西州在众多优惠政策条件下,为实现经济结构功能的最大化,应对产业进行相应的调整:在第一产业方面,加大林业资源及农产品的开发;第二产业方面,除了保持目前工业的结构外,要加大对优势矿产资源的深度加工,延长产业链条,同时还要调整建筑业的结构;第三产业方面,除了继续发挥旅游资源的优势以外,还需要调整好与之配套的相关产业的发展,优化第三产业内部的产业结构,更好地开发州域内的优势资源来推动州域经济的发展。更多还原

【Abstract】 In system theory that structure determines function. When structure decided, the function is decided. The function has positive and negative features. Positive functions maintain current structure while negative functions adjust current structure. The same reason, in Economic system, the economic structure decides the economic function, and the economic function has reaction on economic structure, in the mean while, the economic function adjusts the economic structure to achieve most greatly economic structure function.In this article the writer took the western Hunan province as an example to explain the relationship between economic structure and economic function. According to analysis the resource of western Hunan province and on the basis of the resource, the writer had a good understanding of resource-industry structure of the state territory. Then the writer used two facts to evaluate the function of economic structure: one is the potential of resource development; the other is the competitiveness of industry in the Hunan province. The writer used location quotient and shift-share meatheads to judge the economic functions. And at the end of the essay, the writer analyzed the environment of economic development of the state territory, and then gave some advice on how to adjust the economic structure to achieve the maximal economic function.更多还原
