海拉尔城市经济功能定位分析

【摘要】 一般而言,城市功能定位是城市总体战略的核心组成,是研究现代城市发展的前提和基础。城市经济功能是指一个城市在不同的空间范围内具有的经济效能和发挥的经济作用。城市的经济功能是城市形成、存在的基础,是城市功能的核心,是其他一切功能的前提和基础,制约和推动着城市的发展。西部少数民族地区通常欠发达,但是西部城市的发展愿望十分强烈,近年来很多西部城市也保持了一个强劲的发展态势。由于西部城市的基础较弱,较快的发展速度往往使决策者忽视了城市整体功能的科学协调发展。因此,对城市本身进行发展战略的深入研究,准确地进行城市经济功能的定位分析,已经成为西部城市发展的关键课题。海拉尔作为西部少数民族地区一个具有近三百年历史的中等城市,近年来在发展道路问题上进行过很多尝试和探索,也取得了一定的发展成就。但从城市定位的清晰性、城市发展的协调性、经济增长的持续性等方面还不尽人意,与呼伦贝尔首府城市的地位还不够相称。因此,有必要对海拉尔的城市经济功能进行全面的定位分析,寻找出符合当前的宏观政策和海拉尔具体实际,能够充分发挥比较优势的经济发展模式和产业导向,使海拉尔的经济发展上一个大的台阶,成为具有相当影响力的区域性经济中心。本文围绕海拉尔城市经济功能定位分析这一主题,从城市经济功能定位的普遍规律入手,分析了城市经济功能定位的组成要素、优化途径和基本原则。从海拉尔的实际情况出发,采用实证研究与规范分析相结合、定量分析与定性分析相结合,动态分析与静态分析相结合的方法,对海拉尔的城市经济基本情况、经济结构和发展态势进行了分析,提出了海拉尔城市经济功能定位的目标和对策。本文的重点是海拉尔城市经济功能定位的目标和对策,在就相关理论和现实依据进行全面分析的基础上,本文从六个方面提出了海拉尔的城市经济功能定位目标,并就这六大目标的内涵进行了具体阐述,核心是解决海拉尔向什么方向发展的问题。同时,提出了五条对策建议,从战略的角度就相关具体措施进行了探讨,核心是解决海拉尔的发展从哪里着手、如何推进的问题。希望相关的分析,能够促进地方政府进一步深入研究海拉尔的城市经济功能定位问题,进一步深入研究促进城市整体发展的战略性措施,为海拉尔实现经济社会的全面科学发展提供参考。更多还原

【Abstract】 Generally speaking, functions of the city is the core elements of the overall strategy of city, and it is also the premise of studying modern urban development and infrastructure. Economic functions of the city is an urban space in a different range of economic performance and economic role to play. City’s economic function is the base of urban’s form, is the core of urban functions ,is a prerequisite for all other functions and infrastructure, constraints and promote the development of the city.Western minority areas are usually less developed, but they have a very strong desire to develop, a lot of western cities in recent years have also maintained a strong momentum of development. Therefore, the city’s own development strategy for the in-depth study and accurate positioning of urban economic function analysis of the western region has become a key issue in urban development.Hailaer western minority areas is a medium-sized city, with nearly three hundred years history, having many issues to try and explore in recent years in the development of the road, and has made some achievements in the development. However, the clear positioning of the city, the coordination of urban development, economic growth and so on are still unsatisfactory, and it is not commensurate the capital city Hulunbeier. Therefore, it is necessary to analysis the position of the city’s economic function of Hailaer , to find out in line with the current macroeconomic policies and the concrete practice of Hailar, which can give full play to the comparative advantage of the economic development model and industry-oriented, so that the economic development of Hailaer can get a large level and to be a regional economic center.In this paper, I will focus on urban economic functions Hailaer, from the urban economic functions of the universal law of approach, analize the urban economic functions of the constituent elements, and optimize the approach and basic principles. From the practical situation of Hailar, using both empirical research and normative analysis, quantitative analysis and qualitative analysis, dynamic analysis and static analysis of a combination of methods, to analize the city of Hailar economic fundamentals, the economic structure and development trend, put forward the economic functions of cities Hailaer goals and countermeasures.This article focuses on the functions of the urban economy Hailaer objectives and measures . Conduct a comprehensive analysis of the city’s economic goals and objectives of this six connotation in detail on the basis of relevant theoretical and practical, it is the core to solve where the Hailaer to go . At the same time, put forward five suggestions from a strategic perspective ,the core is where Hailaer to begin and how to move forward. Hoping the relevant analysis can promote further in-depth study of local government to functions of the city’s economic problems, furtherin-depth research to promote the overall development of the city’sstrategic measures ,to give reference of the scientific development ofHailaer.更多还原
