【摘要】 规范地方公营企业设立的行业,是中国经济体制改革的重要内容。公营企业是政府当局可以凭借它对企业的所有权、控股权或管理条例,对其施加直接或间接支配性影响的企业。公营企业是政府经济管理职能的运用。为了达到一定的经济目的,政府有责任和义务设立公营企业。由于中国区域经济发展不平衡,区域之间经济发展水平差异性大,各地的资源和开发程度、交通运输、人口分布、历史传承、文化情况又各不一样,对于这种现状,如果仅存在中央公营企业,很难适应各地千差万别的具体情况,因而,客观需要大量的地方公营企业。在实践中,政府一方面是必须办企业,另一方面是办的企业必须是有所选择的,而关于这方面问题的研究,是当前迫切需要的。本文首先对世界各国公营企业的产生以及设立的行业进行了阐述,在公营企业界定的基础上,提出了地方公营企业设立行业的五个设立的原则。一是与地方政府经济管理职能相一致;二是不能超出非竞争领域;三是不以营利为目的;四是有别于中央公营企业设立行业;五是能有效地解决民生基本需求。在这些原则的指导下,进一步结合地方供电、水务、供暖、供气、机场、地方铁路、公路、长短途道路客运、市内公交车、出租车、地铁、市政工程、公共房产、农资贸易、文物景点、福利企业、公益广告公司、会展中心、金融服务等具体行业的特征和国内外改革的实际情况,进行了分析和研究。最后,提出了地方公营企业在这些具体行业设立的必要性和规范。更多还原

【Abstract】 Industrial allocations of local government operated enterprise are an important aspect of China’s economy reform. Government operated enterprise is the enterprise, which can rely on the administration of its ownership of enterprises, ownership or management regulations, directly or indirectly exert its dominant influence. Estabilishing government operated enterprise is the application of the government’s economic management functions. In order to achieve certain economic goals, the government has the responsibility and obligation to establish government operated enterprise.Owing to unbalanced regional economic development in China, there exists large differences between the level of economic development. And the level of resources and development, transportation, population distribution, historical heritage, culture circumstances are different. If there is only the central government operated enterprise, it is difficult to adapt to the regional differences of the specific circumstances. Therefore, that’s needs a large number of local government operated enterprises. In practice, on the one hand the government must set up enterprises, on the other hand Industrial allocations must have a choice. Now, the research is urgently needed in this area.Firstly, this article have described the causes and industrial allocations of government operated enterprise in the world of countries. And proposed five principles on industrial allocations of government operated enterprise on the basis of defining government operated enterprise. Industrial allocations of government operated enterprise must be in line the government’s economic management function, do not exceed the non-competitive fields, do not only pursue profit, know from industrial allocations of the central government operated enterprise, supply effectively the basic needs of the people’s livelihood. Secondly, Guided by these principles, Author further carry out the analysis and research, integration of the specific characteristics and the actual situation of reform at home and abroad on local electricity supply, water supply, heating supply, gas supply, airports, local railways, highways, long and short distance road passenger transport, city bus, taxi, metro, public works, public housing, agricultural trade, cultural attractions, welfare enterprises, public service advertising agencies, convention centers, financial services industry.Finally, proposed the necessity and standard of government operated enterprise on industrial allocations in these specific industries.更多还原
