【摘要】 PICARD是“海关学术研究与发展伙伴关系”的英文简称,它是世界性政府间组织——世界海关组织WCO为从根本上提升世界各成员国海关应对国际贸易挑战的能力,提高自身运作效率以及加强海关人员能力建设,而提出的一个国际性合作项目,它旨在通过学术机构与海关部门的合作,为海关人员能力建设建立一系列专业标准,这一标准同时也运用于海关管理以及相关部门、教育机构和海关事务领域作为课程、招聘和职业生涯发展的基准。PICARD项目是学术机构与世界海关组织进行国际性合作的典型案例,这一合作涵盖国际上40余所高校,涉及多个合作主体,且有一套完整的内部运作方式,如此大范围的跨国、跨部门合作实不多见。鉴于当前学术界对这一新型合作形式的研究还不系统深入,本研究可以作为学术机构与国际组织进行国际性合作的典型案例。本文运用文献分析法,通过研究什么是PICARD项目,PICARD项目的实施过程,着重分析学术机构和世界海关组织合作的动力机制——合作的背景和原因,合作的运行机制——具体合作过程,以及合作的利益分配机制——PICARD专业标准对学术机构尤其是大学的课程设置和人才培养的影响。通过总结分析PICARD项目的合作特点,为我国海关及海关类学术机构今后的合作提出设想和建议,并且对学术机构与外界的合作进行理性思考。更多还原

【Abstract】 PICARD is short for“Partnership in Customs Academic Research and Development”.It is an international cooperative program held by World Customs Organization in order to improve WCO members’ capacity for dealing with international trade,improve customs efficiency and strengthen customs officals’ capacity building.A series of professional standards for customs officials would be established according to the cooperation between academic institutes and customs. The standards could be set as rules for course designing of academic institute and for employment standards of customs management departments.PICARD program is a typical cooperative model between academia and WCO. The research for this style of cooperation is not in-depth,so the research of the PICARD program could be regarded as a typical cooperative model between academia and international organization.Literature analysis method is used in the article.The author analyses much about the cooperative mechanism of PICARD program,such as the motivation mechanism that is the background and causes of cooperation,the operation mechanism that is the process of cooperation,and the interest distribution mechanism that is the production distribution of cooperation so as to illustrate and summarize the characteristics of the cooperation between academia and WCO.Through illustrating the use of PICARD professional standards on the educational programs in some foreign universities,the author means to show some revelation to the related academic institute in China.At last,some rational thinking about the cooperation between academia and outside organization is put forward.更多还原
