【摘要】 土地作为社会经济发展的基本要素,与农民的生产和生活最为密切。土地不仅作为生产要素,而且作为农业的基本生产资料,还发挥社会保障的功能。本文从土地社会保障功能的角度研究农村土地对农民的保障程度,了解昌吉市农民的生存状况,对推进土地制度改革和完善,有效配置和合理利用农村土地资源有非常重要的意义,对建立和完善农村社会保障制度也有非常重要的意义。基于此目的,本文对土地社会保障功能的表现及其演变过程,昌吉市土地保障功能现状、特点和作用,土地的社会保障能力等进行系统分析和论述,试图寻找一种改革和完善昌吉市现行土地保障的路径,以实现土地的合理配置。全文内容共分六个部分:第一部分,导论。包括本研究问题的提出、研究综述、研究内容和创新与不足。第二部分,阐述土地社会保障功能的概念和土地制度相关概念及与其相关的农村社会保障发展,作为本研究基础。第三部分,实证分析昌吉市土地对农民的实际保障能力,特别是对农民在基本生活、养老、医疗和就业方面的保障能力。结果表明,尽管农地更多地表现为社会保障功能,但对于占相当大比重的农户家庭特别是贫困地区和单纯依靠土地获得家庭收入的农户,土地无法提供充足的保障。第四部分,针对昌吉市土地社会保障功能,进一步归纳土地社会保障功能特点,并从正反两方面进行评价。第五部分,通过对调查问卷的分析,对昌吉市农民土地利用行为,来探究他们对土地保障的认知和农民行为。第六部分,对昌吉市农村土地社会保障存在的问题,提出一些建议和措施。更多还原

【Abstract】 Land as socio-economic development’s base element, The relationship between the land and farmer’s production and the life is mostly close. Not only as the factor of production, but also the land as agricultural basic producer goods, it has functions as the social security , This article studies the rural land from the land social security function’s angle to farmer’s degree of support, understood that Changji city farmer’s survival condition, to advances the land system reform and the consummation, the effective disposition and has the very vital significance reasonably using the rural land resource, to establishes and consummates the rural community system of security also to have the very vital significance. To achieve this goal, the article will analyze and state the reflection and the influence elements and the feature, structure and capacity of the rural land safeguard function. It’ s the try to search for some ways to reform and improve the present land system to achieve the proper arrangement and utilization of the land.There are six parts in the article:The first part is introduction, which include this research question proposed that the research summarizes, the research content and the innovation and shortage of the study.The second part gives the definition of the social security function of land, and the definition and development of the country social security and with its related rural community safeguard and the land system related concept and the development, takes this research foundation.The third part empirical analysis Changji city land to farmer’s actual support capabilities, specially to farmer in basic life, retirement, medical and employment aspect support capabilities. The results show that, despite the greater performance of the agricultural land for social security, but accounted for a large proportion of family households especially in poverty-stricken areas of land and simply rely on access to family income farmers, land can not provide adequate protection.Part four analyses Changji city land social security function, carries on the appraisal from both positive and negative aspects.Part five analyses Changji city on farmers land utilization behavior, through the questionnaire’s analysis, inquires into them to the land safeguard condition and the farmer behavior.Part six analyses Changji City of the land safeguard problems and put forward some proposals and measures..更多还原
