【摘要】 近年来,林业上盗砍滥伐、无证运输行为居高不下,以福建林区重点产林县为例,从办理的林业行政案件来看,每年办理滥伐、偷盗、无证、假证运输木材案件占行政案件总数的近40%,且有上升的趋势。因此加强林业运输管理能降低林业案件的数量,保护好有限的林业资源,维持良好的生态环境。本文按照市级政府监查部门在涉林案件监查的需求,结合森林工程、交通工程的两学科知识,设计了一套检尺码单管理短信平台。首先,简要介绍本论文研究的背景,指出建立码单管理系统的重要性和必要性。综述了国内研究的现状,对市场上同类软件做了深入的对比和分析,简述本系统的运行基础以及创新之处。其次,通过深入林业基层调研,首先从对盗砍滥伐、无证运输的案件分析入手,分析涉林案件的形式及成因;然后考察现有的监查机制,分析林业检查站、林业执法大队、森林公安的工作职能及工作中存在的问题;针对涉林案件成因及监查部门工作特点,提出了符合当前工作机制下的防治各种林业运输案件可行的对策,制定详细的开发需求分析。分析对比短信通讯技术的各种技术路线,选用MSComm控件应用AT指令实现基于GSM MODEM短信收发技术及“网址推送”短信技术。并对该技术路线及经济投资、效益作出可行性研究。论文详细解析了码单短信平台、长短信收发模块、“网址推送”短信模块、林业监查WAP网站的开发过程,摘引了部分源码加以说明。该系统部分模块已投入实用,该系统的应用提高了政府监查部门在林业领域的督查能力,利用短信平台的无线、快速、远程的特点,并应用“网址推送”短信简化了手机上网操作,构建了一个集林业物流服务、采伐限额监管、木材运输监查为一身的业务与监查系统,对服务于我省的林业建设,加强对林业资源、林农物权的保护,降低监管手段落后对林业运输效率的不良影响,都有着重要意义。更多还原

【Abstract】 In recent years,the phenomena of unlawful felling tree and excessive deforestation and transportation with unlicensed are not decline, To take the fujian forest zone of the major wood producing county. for an example, from the transacted of the forestry administrative lawsuits,we can see the transacted of forestry cases,such as the transportation with excessive deforestation,unlawful felling tree and forged certificate.,which took up 40 percent in the administrative cases,what’s more ,there is a trend of increasing.Therefoe,we must enhance the management of the forest transportation,to decline the amount of the forestry cases,and protect the limited forest resources,and keep the ecological environment. The thesis according to the requirement of the municipal governmen’s audit department in inspecting the crimes of forest reserves,it designed a suit of the forest zone on management system of timber scaling checklist based on short message platform,which combined with the courses of forest engineering and traffic engineering.Fristly, the thesis briefly introduced the research background ,and indicated the importance and necessity of established the management system of timber scaling checklist.And the thesis summarized the status in quo of research in home and abroad, contrasted and deep analysed the similar software on market.At the same time ,the thesis briefly introduced the system’s running basis and innovation.Secondly, through deep investigation in base forest,frist starting with the forestry cases of unlawful felling tree and excessive deforestation, analyzed the form and cause of the forest reserves crimes .Then, reviewed the existing audit mechanism, analyzed the problems in working for the forestry check stations, the Forestry law enforcement unit and Forest Public Security.For the cause of forest reserves crimes and the work characteristics of audit department, proposed the feasible countermeasure to combat various of forestry cases which in line with the current working mechanism, and established a detailed analysis of development requirement .The thesis analyzed and contrasted the various of technical route for the messages communication technique .Selected MSComm control and applied the at command to achieve the base on GSM MODEM message technology and WAPPUSH SMS technology.Moreover,the thesis made a feasibility study for the technical route’s economic investment and benefit.The thesis detailed analysed the development process of the short message platform for processing timber scaling checklist, long SMS transceiver module, WAPPUSH SMS push module and the Forestry monitoring WAP Site.At the same time, quoted some source code to illustrate. Part of the system modules have been put into practical ,and the application of the system to improve monitoring of government departments in the auditing capacity of the field of forestry. The use of the wireless messaging platform, fast, remote communication, and application of simplified SMS push WAPPUSH internet accessing by handset, built a set of logistics services in forestry, logging quota regulation for the inspection of timber transport business with an inspection system.There are a important significance.in our province for the forestry construction,and strengthening of forestry resources, forestry and agriculture property protection, reduce the adverse effects on supervision methods behind transport efficiency of forestry.更多还原
