【摘要】 “十分珍惜和合理利用每寸土地,切实保护耕地”是我国的一项基本国策。随着社会和经济的发展,城市化和工业化进程加快,耕地数量的减少也在加快,特别是大城市城乡结合部的耕地锐减,城乡结合部耕地保护问题已经刻不容缓。目前有关耕地保护的研究可谓不少,而这些研究绝大部分都集中在如何更好地落实现行的耕地保护制度,更多的是对制度本身做的研究。在此背景下,本文另辟视角,以农户参与耕地保护的动力机制入手,探讨农户在耕地保护过程中应该扮演什么角色,起到哪些作用。本文以武汉市城乡结合部为研究区域,对区域内农户参与耕地保护的行为进行调查、总结与分析。然后,就武汉市城乡结合部农户参与耕地保护的动力机制现状进行评价,从外部机制入手,找寻机制运行的障碍。在内外机制的综合分析基础上,创新武汉市城乡结合部农户参与耕地保护的动力机制,并以此机制为依托,促进农户参与耕地保护的主动性。最后,通过武汉市农户参与耕地保护动力创新机制,为农户更好的参与到机制中来,提出农户参与耕地保护对策建议。更多还原

【Abstract】 Making use of the each land with reasonable and cherish it too much and protecting land practically is our fundamental national policies. With the development of society and economy, the progress of urbanism and industrialization course is at speed, the decrease of the farmland quantities are also at speed, especially the farmland of mega polis urban-rural fringe is down sharply. So it is urgent to pay more attention to the land protection problem in urban-rural fringe. It has become the important topic for current government and scholars are studying with that how to protect land resources in urban-rural fringe better.Now the researches of relevant land protection are not very few, but majority of these researches are concentrated on how to carry out current land protection system effectively, more researches about system itself. Under this background, this article opens up another angle of view, starting with the driving force mechanism of farmers’participation in land protection, and discuss farmer should play what role and work what these functions in land protection process.In this paper, with the urban-rural fringe in Wuhan city for studying area, it carries on the inquisitions, summary and analysis for farmers’ participation behavior in land protection. And evaluation on present situation of driving force mechanism of farmers’ participation in land protection in urban-rural fringe of Wuhan city, starting with external mechanism, looking for the obstacles of the machines running. It innovate the driving force mechanism of farmers’ participation in land protection in urban-rural fringe of Wuhan by inside and outside comprehensively analysis, and promoted farmer’s initiative in land protection with rely on this mechanism. Finally, under driving force mechanism of farmers’ participation in land protection in Wuhan city, putting forward the suggestions in order to participate in this mechanism for farmers effectively.更多还原
