【摘要】 人才资源作为第一资源在促进经济发展中具有战略意义。随着我国经济、产业结构的调整和升级,人才资源在供给、分布、使用等方面的结构性矛盾成为制约我国经济发展的主要因素之一。人才结构顺势进入人才理论和实践的研究范畴,成为突破人才“瓶颈”的新的分析视角。对三峡库区而言,经济社会的持续发展离不开人才的智力支持和保障,“地区再造”过程不仅依赖于人才的数量和质量,还要力求人才结构与经济结构的协调一致。本文选取三峡库区专业技术人才为研究对象,以马克思辩证唯物主义为指导,借鉴国内外相关研究的理论成果与数量模型,运用行政管理学、人力资源管理学、人才学、统计学等学科的基本理论和方法,采取定性与定量相结合的分析方法,探寻了人才结构与经济发展的相互关系。在人才结构与经济发展关系的理论分析部分,本文首先基于人口结构学、人才学相关知识构建了人才结构划分体系,从人才的自然结构、能级结构、经济结构、区域结构四个维度反映人才群体的结构特征;其次,选取人才数量变化与经济发展的动态协调度、人才结构与产业结构的耦合度、人才行业结构等级位差三个指标构建人才结构与经济发展的协调性分析体系。本文理论框架的创新在于,协调性分析体系既体现了动态指标与静态指标的结合,又体现了总量指标与结构指标的结合,较好的实现了人才结构与经济发展关系的量化研究。在三峡库区专业技术人才实证研究部分,依据构建的理论框架,本文首先分析了三峡库区专业技术人才结构现状,并结合与经济发展的协调性分析指出库区人才结构存在的五大失衡问题;其后简要追寻了人才结构失衡的根源,提出了专业技术人才结构优化的战略和路径;最后从人力资本投入、人才引进、机制建设三个方面论述库区专业技术人才结构优化的主要举措。本文对三峡库区专业技术人才结构问题的研究突破了已有的简单描述性研究形式,加入了与经济发展的协调性分析,在研究方式方法上符合“建立人才结构调整与经济结构调整相协调的动态机制”的总体要求。本文总结强调了三峡库区专业技术人才开发既是一个存量的增加过程,更是一个结构的调整过程,并提出从优化人力资本生成结构、提高人才积累能级结构、改善人才分布产业及行业结构等方面实现未来库区专业技术人才结构与经济发展的同频共振。希望本文能对三峡库区制定专业技术人才开发政策起到一定的参考作用。更多还原

【Abstract】 As a primary resource, talents resources have strategic significance in the promotion of economic development. With China’s economy and industrial structure adjusting and upgrading, talents resources faces structural contradictions on supply, distribution, and use, which is one of major factor restricting China’s economic development. In the context of this time, the study of talents structure enters talents research areas, and becomes a new analytical perspective to break through the talents "bottleneck". The sustained economic and social development of Three Gorges reservoir area is inseparable from the talents resources’ intellectual support. "Regional reconstruction" depends on not only the quantity and quality of talents, but also the coordination between economic structure and talents structure. Under the guidance of Marxist dialectical materialism, referring to the domestic and foreign research academic achievements and quantitative model, using the basic theory and methods of the science of administration, human resources management, talents study, statistics etc, and adopting the qualitative and quantitative analytical methods, this paper selects professional talents structure of the Three Gorges Reservoir area as the research object and explores the relationship between the talents structure and economic development.In part of the theoretical analysis on the relationship between the talents structure and economic development, this paper firstly constructs the division system of talents structure, reflecting the talents structural characteristics from four dimensions: the natural structure, energy level structure, economic structure, regional structure. Secondly, the author chooses three relevant indexes—the harmony degree between the increase or decrease of talents and development of economy, the coupling degree of talents structure and industrial structure, and the related coefficients of talents structure grade, and builds the analytical system of the coordination between talents construction and economic development. The innovation of this paper lies in combining dynamic index with static index, and integrating total index with structure index. It is better to achieve quantitative research on the relationship between the talents structure and economic development.In part of the empirical studies on the professional talents structure of the Three Gorges Reservoir area, this paper firstly analyzes the structure status quo of professional talents basing on the built theoretical framework, and points out that the existence of five major structural imbalances intergrating with analyze the coordination between talents construction and economic development. Secondly, it puts forward the strategy and the path for optimizing the structure of professional talents. Finally, it elaborates the optimizing methods from human capitals, talents attraction and mechanism constructions. This paper breaks through the simple describing study in existence, and adds the analysis of coordination between talents construction and economic development. The study methods accord with the total requirement that builds the dynamic mechanism of the coordination between talents construction and economic development. It emphasizes the professional talents development is a process of increasing talents storage, and is much better to be a process of adjusting talents structure, and summarizes to achieve professional talents structure and economic development harmonic growth needs to optimizing the structure of professional talents, elevating the energy level structure of talents storage, and improving the industry and trade structure that distributes talents.Hoping that this paper has some reference to enact some policy about professional talents development in Three Gorges reservoir area.更多还原
