【摘要】 中国工业的快速增长带动了国民经济的迅猛发展,但长期以来工业经济的粗放式发展模式并未从根本上得到转变,从而使经济增长与资源、环境的矛盾日趋尖锐。为此,2004年,国家正式提出“建设节约型社会”的发展思路,随后在国民经济和社会发展的“十一五”规划纲要中又明确提出2010年实现万元GDP能耗降低20%、主要污染物排放减少10%的约束性指标。这充分显示了中国政府转变经济增长方式,走新型工业化道路,实现全面建设小康社会目标的决心;体现了中国政府以人为本,构建和谐社会的发展理念;展现了一个发展中大国对人类社会面临的共同责任主动担当的气魄。在实施节能减排战略的背景下,高耗能产业作为能源消耗大户、环境污染大户也一直成为社会关注的焦点。不可否认,在我国现阶段工业化进程中,高耗能产业一直发挥着重要的作用,但是我们也必须清醒地认识到在其高速发展的背后是对自然资源的过度开发、能源浪费、环境污染等生态平衡遭到破坏所引发的生态危机。在资源约束日益严重、环境容量日益缩减的今天,如何实现我国高耗能产业的可持续发展已成为经济领域面临的重要课题。本文以高耗能产业的政府规制问题为研究内容,在对高耗能产业概念做出界定的基础上,通过详实的数据和图表分析及国内外横向比较,从产业集中度、能耗状况和环境污染三方面对我国高耗能产业发展过程中存在的主要问题及其成因作了深入的分析。在对国外政府关于高耗能产业管理实践介绍的基础上,提炼了我国政府可资借鉴的管理经验;根据西方经济学、产业经济学、规制经济学等学科的相关理论,重点阐述了高耗能产业政府规制的理论依据;最后文章在参考了国内外政府规制相关产业的理论研究成果及实践经验的前提下,从我国经济现实出发,提出了我国高耗能产业政府规制体系的具体对策:在理顺规制机构和完善规制法规的基础上,放松资源型产品价格规制,引入市场机制;健全产业准入制度,完善退出机制;进一步加强政府对环境和能源的社会性规制。本文的创新之处在于:1.对高耗能产业概念做出了界定,明确了高耗能产业的涵盖范围;2.将高耗能产业作为研究对象,从经济学的角度分析高耗能产业政府规制的理论依据;3.从政府规制角度,提出了政府管理高耗能产业的措施建议,试图为国家更好的规范高耗能产业的发展提供新的思路。更多还原

【Abstract】 The rapid growth of industry has driven the rapid development of the national economy in china, but the extensive developing mode of industry has not been fundamentally changed. Therefore, early in 2004, the state officially proposed that "the building of a conservation–conscious society ", then in the latest five-year economic plan, China set only two numerical targets: the reduction in the use of energy per unit of gross domestic product by 20%, the main pollutant emission reducing 10%. This fully shows the determination which the Chinese government change of the economic growth mode, take a new road to industrialization, the comprehensive goal of building a well-off society; Expressed the development concept which the Chinese government people-oriented, to build a harmonious society; Showing the verve a pair of big developing countries facing human society as a shared responsibility initiative vision.Under the background putting energy conservation subtraction row strategy into practice, Energy - intensive Industry as a major energy consumption, environmental pollution has been a major social concern. The Energy - intensive Industry has made the concept of defining clearly and its containing range completely; 2. The Energy - intensive Industry as research subjects, from the economics point of view of government regulation of the Energy - intensive Industry theoretical basis; 3.
