基于Web电子海图的海洋气象信息处理与显示系统

【摘要】 当今国内外航运竞争日益激烈,为提高船公司在航运市场的竞争力,船舶公司对船舶的管理越来越重视,如何保证船舶的营运安全,是航运界十分关心的一个问题。而海洋气象是影响海上船舶安全航行的最重要的因素之一,如何能够方便、快速、直观地获取船舶周围海区气象信息,为岸上船舶管理人员提供集成、有效的信息支持,对于船舶安全监管、高效调度和岸基服务具有十分重要的意义。本文依托国家科技支撑计划项目“远洋船舶及货物运输在线监控系统”,提出了基于Web电子海图的海洋气象信息处理与显示系统。本文首先研究了利用ArcGIS Server发布Web电子海图,为整个系统提供显示平台;接着设计了FTP客户端自动下载程序,并根据海洋气象信息的种类设计了海洋气象信息数据库,对下载到指定位置的气象数据文件进行统一入库管理;然后对ArcGIS Server的二次开发平台进行了重点的研究,确定了海洋气象信息的叠加方案,设计了海洋气象信息的显示流程。最后通过实验证实了本文所提系统的正确性和有效性。本文的成果主要体现在以下三个方面:第一,利用FTP网络通信协议,设计并开发了海洋气象信息的自动下载软件。在无人干预的情况下,实现了海洋气象信息的自动下载和入库。第二,以ArcGIS Server为平台,实现了海洋气象信息在Web电子海图上的集成和融合。同时运用Ajax技术,改善了海洋气象信息的显示效果。第三,设计并实现了基于Web电子海图的海洋气象信息处理与显示系统,实现了海洋气象信息的网络化共享,能够为用户提供准确、方便、快捷的海洋气象信息服务。

【Abstract】 With the increasingly fierce competition of the domestic and international shipping, to enhance the Shipping companies’ competitiveness in the shipping market,Shipping companies are increasing emphasis on the management of the ship.How to ensure the operating safety of the ship is of great concern to the shipping community.However, marine meteorological conditions which the ships encounter have an important effect on ship’s safety and navigation efficiency.How to obtain the meteorological information in real-time,process it and merge it into the Electronic Chart Display platform,which can provide integrated and effective information support for shore-based ship managers is very meaningful for the ship’s safe management,effective scheduling and Shore-based services.This paper relies on scientific and technological support of national projects "Ship and cargo online monitoring system(scom)," raises the marine meteorological information processing and display system based on web electronic chart.This paper initially studies on the use of ArcGIS Server to release web electronic chart for the entire display platform;Then designs the FTP client program to automatically download marine meteorological,and in accordance with the type of marine meteorological information,design marine meteorological information database for the unified management of the meteorological data;third,focuses on the research of the secondary development platform of ArcGIS Server,determines the overlay program of marine meteorological information,designs the display process of the marine meteorological information;in the end,confirms the correctness and validity of the system mentioned in this paper through Experiments.The result of this paper is mainly reflected in the following three aspects:First,uses FTP network communication protocol,designs and develops automatic downloaded software of the marine meteorological information.In the absence of intervention,realizes automatic downloading and storage for the marine meteorological information.Second,realizes the integration and fusion of the marine meteorological information in the Web electronic charts,which provides a display platform by ArcGIS Server.As the same time,uses ajax technology to improve marine weather information display.Third,designs and implements marine meteorological information processing and display system based on web electronic chart,realizes the marine meteorological information sharing on network to provide users with accurate,convenient and efficient marine meteorological information services.
