【摘要】 经济全球化的发展特别是信息技术的应用推动了以服务外包为特征的全球新一轮的产业转移,外包活动越来越受欢迎,全球服务外包业务正处于高速增长阶段。在发展服务外包方面,我国拥有着自身独特的优势,虽然现阶段规模不是很大,但拥有很大的发展潜力。服务外包具有高技术含量、高附加值、低消耗、低污染、人力资源密集等多重特性,发展国际服务外包业务会对我国产业结构升级起到很大的促进作用,而产业结构升级是经济发展的重要标志和客观反映,是影响经济进一步发展的重要因素,所以研究服务外包对我国产业结构升级的影响具有重大的现实意义。本文阐述了服务外包及产业结构的相关概念,分析了全球服务外包的发展状况、产业结构的演进规律及产业结构升级的影响因素,探讨了服务外包促进东道国产业结构升级的效应机制,回顾我国产业结构的演变过程及服务外包在我国的发展,并在此基础上探讨发展服务外包与我国产业结构升级的关系。本文利用相关数据,运用贡献率等公式进行计算,综合运用定性与定量相结合的方法分析承接国际服务外包对我国产业结构升级的积极影响,得出服务外包能够从产值、就业及技术进步等方面促进我国产业结构升级。就产值来说,服务外包对第三产业有很大的贡献,2006、2007年的贡献率均高于其在第三产业产值中所占比重,从就业角度来看,服务外包能够通过促进就业结构升级来促进产业结构升级。文章还结合现实从三个方面分析了实际操作中由于处理不当可能对产业结构升级产生的消极影响。最后针对前文的分析提出了一些有针对性的政策建议。更多还原

【Abstract】 The development of economic globalization,especially the application of the information technology promotes the new global industrial transfer which is characterized by service outsourcing,outsourcing activities are more and more popular, global service outsourcing business is in a stage of rapid growth.In the development of service outsourcing,China has its own unique advantage,although it is small in scale at present,it has great development potential.Service outsourcing has the multiple features such as high-tech,high additional value,low consumption,low pollution,human resource-intensive and so on,the development of the international service outsourcing plays an important role in the promotion of our country’ industrial structure upgrading,while the industrial structure holds a leading position in the whole economic structure,its changes have a decisive effect on the economic growth,therefore,the study of international service outsourcing’ effect on our country’ industrial structure upgrading is of great practical significance.This paper introduces the related concept of the service outsourcing and the industrial structure,analyzes the development status of the global service outsourcing, the evolution law of the industrial structure and the influencing factors of the industrial structure upgrading,discusses the effect mechanism of the service outsourcing’s promotion to the host countries’ industrial structure upgrading,reviews the evolution process of China’s industrial structure and the development of our country’s service outsourcing,on the basis of all above content,this paper studies on the relationship between developing service outsourcing and our country’s industrial structure upgrading.In this paper,we use the formula of contribution rate,etc.to calculate the related data,comprehensive using both the qualitative and quantitative methods to analyze undertaking international service outsourcing’ positive effect on our country’s industrial structure upgrading,we gets the results that undertaking international service outsourcing will promote the industrial structure upgrading from the aspects of output value,employment,technological progress,etc.For the output value,service outsourcing has a great contribution to the tertiary industry,the contribution rate in 2006,2007 are higher than its share in the out value of the tertiary industry,for the employment,service outsourcing will promote the industrial structure upgrading through promoting the employment structure.This paper also combines with the reality to analyze the negative effect in the actual operation due to improperly handling from three aspects.At last,it puts forward some corresponding policy recommendation according to the previous analysis.更多还原
