我国大学内设高等教育研究机构功能研究

【摘要】 在高等教育超常的发展中,我国高校高教研究机构也迅速发展,我国大学内设高等教育研究机构主要分为“独立设置”型、“附属设置”型、“安置过渡”型、“无实体机构单位、无名称、兼职”型。具备教学,培养人才、行政管理、开展课题项目研究、教学评估、出版高教研究刊物,交流信息、组办教研活动,宣传教育思想六大功能。我国大学内设高等教育研究机构在研究机构组织、研究人员、科研成果以及研究刊物等方面都取得进步的同时,也存在很多问题。具体表现在:大学内设的高等教育研究机构对大学自身发展研究缺位;高等教育改革研究泛化,导致高校领导者在高校改革中不能及时抓住改革的重点;高等教育研究机构的文化辐射效用缺失,高等教育研究机构的研究成果和学术理论对高校未能起到辐射作用;高等教育学科发展薄弱。我国大学内设高等教育研究机构功能的改善对策包括:为大学自身发展提供咨询;为高等教育发展提供改革思路;为高等教育学科建设和人才培养服务;为大学文化建设服务。有效发挥大学内设高等教育机构功能的对策主要有:实行高等教育研究机构与学校决策机构的有机结合,培育高校管理层的战略管理理念,吸纳高等教育研究人员参与学校发展咨询,委托高等教育研究机构开展专项研究;其次,建立高等教育研究项目考评机制,规范高等教育研究项目申报与立项制度,建立高等教育研究项目的经费保障制度,实施高等教育研究项目考核奖惩制度;最后,促进形成跨学科发展与人才培养体制,培育适应学校特色的学科优势,建设人文社会科学大学科平台,推进以综合素质为导向的教学改革。

【Abstract】 Along with the development of higher education,its research institutions in colleges and universities are also developing rapidly.Higher education research institutions in Chinese universities can be divided into four groups:institutes set up independently,institutes set up as subsidiary or attached units,institutes set up as transitional places for the people who are not suitably arranged for various reasons, institutes set up as agencies dealing with daily affairs.research institutions of higher education in Chinese universities possess the functions of teaching and training people and administrating,carrying out project research,evaluating teaching, publishing research journals about higher education and exchanging information, organizing teaching and research activities,and publicizing education.While research institutions of higher education in universities have achieved progress in many fields,such as research institutions organization,researchers, scientific research result and research journals,but at the same time,there exist many problems.Those problems are:the functions of those institutes set up by university to its development still need developing,the generalization of the study of higher education reform results in leadership in colleges and universities can not catch the emergency in time in university reform,the culture influence of higher education research institutions,such as their research achievement and academic theory research to universities is not enough,the development of higher education as an academic disciplines is not balanced.Learn from the characteristics of the research institutions in American colleges and universities and combined with the facts of the development of Chinese higher education,the author puts forward some countermeasures:to provide advice for universities self-development,to provide reform ideas for the development of higher education,to serve as training people and constructing the discipline of higher education,to serve as constructing public culture.Effective response function’s countermeasure of higher education in university institutions.First of all,we should combine research institutes and policy-making institutions of schools,cultivate the concept of strategic management in the leadership of universities,absorb the higher education researchers to participate the work of university development,and commission research institutions of higher education to carry out special researches.Secondly,we should establish an evaluation mechanism about research projects of higher education,standardize the system of reporting higher education research projects,establish a security system about the fund of higher education research projects,and implement reward and punishment systems about research projects in higher education.Finally,we should promote a system that is benefit to the formation and development of inter-disciplinary and personnel training,foster discipline advantages adapting to school characteristics,and constructing disciplines of natural and social sciences so as to promote integration-oriented teaching reform.
