【摘要】 本文的主要内容是研究在新军事变革背景下中国国防经济转型的战略目标和战略措施。论文在介绍了新军事变革和国防经济转型的基本理论的基础上,从影响国防经济发展的五个战略性方面,分析了新军事变革对我国国防经济发展的新要求,结合我国现阶段国防经济发展中存在的问题,进行了我国国防经济转型的必要性分析。之后,从进行国防经济转型的国内基础和国际条件两个方面,论述了我国国防经济转型的现实基础。最后,提出了实现我国国防经济转型的具体战略构想,论述了转型的战略目标和战略措施。论文主要从国防经济宏观的发展战略角度着笔,对新军事变革对我国国防经济转型的影响进行了分析,采用理论分析与实证分析相结合、定性分析与规范分析相结合的研究方法,在借鉴前人研究成果的基础上,从宏观的角度,提出了我国国防经济转型的战略构想,对我国国防经济转型的实施具有一定的借鉴意义。更多还原

【Abstract】 Revolution in Military Affairs(RMA),as the certain choice from the industrial age to the information age of society,is carrying out in many countries of the world.Our country also make the policy decision to practise the RMA with Chinese characteristics. RMA is a overall Revolution and it refers to many aspects of the construction of national defense and the army.Its main content includes the development of the military technology,the innovation of military theory,the modulation of military system and setup. Under the influence of RMA,weapon of information,military theories of non-contact,network-centered, asymmetrical have come forth and the military organization has taken on new appears.RMA has an important influence on the modern military affairs and the construction of national defense of China.From the view of the relationship between RMA and the defense economy of China,they are close connected and they are joint together into the relationship of the demand and supply of defense product.Furthermore,their relationship are interaction,RMA is the power of the Restructuring of Defense Ecomomy and the Restructuring of Defense Ecomomy is the foundation of RMA offering material and technological support.If we want to carry out the RMA with Chinese characteristics,we need to adjust the system of defense economy to adapt and support to the RMA.RMA as a profound revolution,makes many requirements to the construction of the defense economy of China.The thesis analyses the requirements from the aspects of strategical factors which influencing the development of the defense economy.The requirements include many factors.Firstly,about the develop concept of defense economy,RMA requires to bulid overall security concept,make sure information and economy security,bulid the concept of flexible and invisible construction of defense economy,put importance on the potential of defense economy so as to adapt to the influence of RMA.Secondly,about the economic structure and operational mechanisms,RMA requires to merge the defense economy and the civilian economy,reform the operational mechanisms of defense economy to marketization,open the defense economy to the global market and develop the international trade of defense products to make the defense economy develop rapidly.Thirdly,about the technology level,RMA requires to develop information technology and improve traditional weapon system with information technology to make the information and the mechanisation develop at the same time.Fourthly,about the information level of the defense economy,RMA requires to optimize the industrial structure of the defense economy and optimize the technology and the organization of the defense product firms by using information technology.Fifthly,about the military human resources,RMA requires to follow the world trend and to optimize the operational mechanisms of military human resources to Optimize the allocation of it.Comparing to the requirements,the current defense economy of China exists many problems.Firstly,defensive concept of the national defense makes the invest to the defense economy be lack..The policy of defensive concept concentrates on the economy construction,as a result,the quantity,structure and the management of the military expenditure are not adapted to the RMA.Secondly,the economic structure and operational mechanisms of the defense economy are infirmity.From the macroeconomics,the system has a significant mark of planned economy.From the industrial economy,the structure of defense-related science, technology and industry has low efficency.From the microeconomics,the enterprise system of defense-related science, technology and industry is immature.Thirdly, defence-related science and technology is low,the base of research and technology is weak and the advanced research is lack.The research and the manufacture of the information weapon are weak.Fourthly,the level of the information of the defense economy is low.The expenditure of information product,the sense and ability of creation,the information level of the defense economy are all lack.Fifthly,the military human resources development is weak.The expenditure is lack and the mechanisms of it is infirmity.So,we need to carry out the strategical restructuring of defense ecomomy of China in order to make it be accustomed to RMA and creat conditions for RAM.From the actual situation of our country,we can find the base to carry out the strategical restructuring of defense ecomomy.About the domestic situation, the system of the socialist market economy offers the material guarantee and system guarantee;The development of basic industries and infrastructure offers base to the strategical restructuring of defense ecomomy;The development of information industry accelerates the informatization of economy and helps merge the defense economy and the cilil economy and offers technology guarantee to the informatization of the defense economy;The industrial structure of defense-related science, technology and industry improves the ability of defense research and manufacture and offers ability guarantee to the restructuring of defense economy.About the international situation, economic globalization and regional economic convergence offer conditions to the restructuring;the fulfillment of developed countries offers experience to the restructuring.After researching the necessity and feasibility,the thesis concentrates on the strategic concept of the strategical restructuring of defense ecomomy,including strategic objectives and strategic measures.About the strategic objectives,firstly,we should carry out the informatization restructuring,building defense economy information system,developing macro-management of defense economy with information technology,developing the product ability of the defense-related science, technology and industry by using information technology buliding digitallization resources and the network of the information of defense economy;secondly, we should carry out the marketization restructuring,reforming the macro-management system,reforming the defense-related science, technology and industry to adapt to the market syetem,building the system which assuring the marketization;thirdly, we should carry out the intensive development restructuring,by optimizing the scale and structure to make the defense economy develop intensively,developing circular economy,developing the application of technology and knowledge.About the strategic measures,firstly,changing the concept of the development of the defense economy;secondly,innovating the system environment,forming conditions of management system,buget system,marketization system etc;thirdly,boosting the military expenditure and making the technology develop;fourly,using information technology to develop the defense and the military;at last,optimizing the system of cultivating and using of talented people,building military human resources storage.The thesis analyses the requirements that RMA brings forth to the development of the defense economy of China,researchs the actual situation of the strategical restructuring of defense ecomomy of our country,and analyses the guidelines,strategic objectives and strategic measures of the strategical restructuring of defense economy of our country.The research can help us recognize the basic trend of the strategical restructuring of defense ecomomy of our country and so it has some theoretical and practical significance.更多还原
