【摘要】 环保问题的日益突出和贸易保护主义的抬头,使一种新型的贸易保护措施随之产生,那就是绿色贸易壁垒。它主要是指一些国家通过制定一系列严格的环保标准和强制性的技术法规,以环境保护和食品安全为借口,限制国外商品进入国内市场的贸易障碍。它具有合理性、隐蔽性、歧视性、争议性和广泛性等特点。目前国内有关绿色贸易壁垒的研究主要侧重于其成因、特点、表现形式以及对中国外贸总体影响等方面进行总结性研究,关于欠发达国家地区如何跨越绿色贸易壁垒的研究还很少。随着绿色贸易壁垒对我国出口贸易的影响越来越大,作为中国主要的农产品出口大省湖南省必定在激烈的国际贸易竞争中受到重大影响。因此,系统地研究绿色贸易壁垒,从湖南省自身发展实际情况出发来探析湖南省如何从自身的优势和劣势出发跨越绿色贸易壁垒,发展农产品对外贸易就具有重要的理论和现实意义。面对发达国家或明或暗的“绿色保护”,湖南省不能只是消极被动地接受或者迎合,应该从政府、企业和行业三个角度出发,采取积极的应对措施,因此,本文在介绍了绿色贸易壁垒的内容与特点的基础上,分析了湖南省农产口绿色贸易壁垒产生的背景与原因,着重从内外部环境角度分析湖南省农产品出口的现状及优劣势。在此基础上,从宏观与微观角度提出了湖南省农产品突破绿色贸易壁垒的对策建议。更多还原

【Abstract】 A new trading obstacle named Green Trade Barrier has been born because of the emphasis on environmental protection and trading protectionism.The trading obstacle, characterized by reasonableness,shadiness,discrimination,extensive and disputes, refers to some countries restricting the foreign commodities from entering the domestic market on the ground of environmental conservation and food safety issues by establishing a series of rigid environmental protection standards and forceful technical rules.At present in china,the researches about the Green Trade Barriers focus on the causes,characteristics,forms and the overall impact on china foreign trade,however the lack of research about how Hunan province breaks through the Green Trade Barriers. Hunan province will be materially affected in the fierce competitions of international trade while the Green Trade Barriers influence china export trade.Therefore,it is theoretically and realistically significant to make a systematical research and analysis on how Hunan province breaks through the Green Trade Barriers from the advantages and disadvantages.Facing the various green protects in developed countries,both the government and enterprises should take positives measures instead of accepting or catering to them negatively.On the one hand we need recognize the significance of the green trade barrier,and on the other we must discriminate the adverse forms.We do both guarantee our reasonable rights and benefits and ensure that our development conforms to the historical trend.This article introduces and analyses the content,features,background and reasons of the Green Trade Barriers.With the point of internal and external environment this article focuses on analyzing Hunan province advantages and disadvantages how to break through the Green Trade Barriers.And on the basis of this,it proposes the corresponding strategies.更多还原
