出口加工区土地集约利用测算与评价

【摘要】 开发区是城市当中经济发展最为快速,最有活力的区域,作为城市的典型代表,土地资源又是影响开发区经济发展的最重要的要素,因此开发区土地的集约利用状况关系到区域社会经济的可持续发展。为了有效解决目前全国各个开发区当中出现的土地资源闲置、土地利用结构不合理、土地利用效率低下等问题,实行开发区土地集约利用评价成为一个促进开发区土地集约利用的有效手段。本文在回顾了开发区土地集约利用内涵的基础上,结合目前国内外关于开发区土地集约利用评价的研究和实践,主要研究了以下几个方面:(1)利用全国12个开发区土地集约利用的定量评价结果,采用回归分析的方法确定了开发区土地集约利用评价的等级标准,其中包括五个等级,并赋予每个等级土地集约利用的含义。(2)根据出口加工区的特点,构建了微观层次上的评价指标体系,其中包括三个一级指标、七个二级指标以及十五个三级指标。(3)以西安出口加工区为例,综合运用分值法、极限条件法以及层次分析法对其土地集约利用情况进行评价测算。计算得出西安出口加工区土地集约利用度指数为0.1105,属于评价的第Ⅴ等级,土地集约利用程度达到满意程度。(4)针对西安出口加工区的土地集约利用现状,提出了继续强化土地利用规划的科学性,加快入区企业的建设步伐以及加强用地情况的监督检查等建议来进一步提高土地利用的集约水平。更多还原

【Abstract】 The development zones are the most vitality regions in the city, where the economic of city develops rapidly. As the most important factor of city, the land resources affects the development zones in economic growth, and its the utilization directly affect economic development of the development zones. As a typical representative of the city, the land intensive utilization of the development zones are related to the regional socio-economic sustainable development. In response to these questions, which have appeared idle land resources, irrational structure and low efficiency of land-use in the zones of China at present, it is an effective mean that carry out the land intensive utilization evaluation in development zone.This paper retrospect the connotation of land intensive utilization in development zone, combine the current research and practice about land intensive utilization of development zone at home and abroad, the main study includes the following aspects:Firstly, make use of the results of quantitative evaluation in 12 development zones of China, using regression analysis method to determine the criteria of the land intensive utilization evaluation of the development zones. This criteria includes 5 ranks, and every rank has its meanings about land intensive utilization.Secondly, construct evaluation index system in the micro-level, which includes 3 first grade indexes, 7 second grade indexes and 15 third grade indexes.Thirdly, take the case of Xi’an Export Processing Zone, measure and evaluate for its land intensive utilization, synthetically using the score value method, the simple limitation method and the AHP. The land intensive utilization index of Xi’an Export Processing Zone is 0.1105, belong to the V in the evaluation level, and this result turn up trumps.Fourthly, according to the present situation about the land intensive utilization of Xi’an Export Processing Zone, put forward some suggestions such as continue to strengthen the scientific in land ues planning, accelerate the construction of the enterprice in Xi’an Export Processing Zone, strengthen the supervision and inspection, to improve the intensive level of land utilization further.更多还原
