【摘要】 中国的旅游业经过萌芽、发展、壮大等阶段,在短短的20多年内,由旅游资源大国发展成为世界旅游大国。新疆自治区旅游业取得了令人瞩目的成绩,主要发展以“五区三线”的旅游格局。但博州的旅游资源很少包括在内,博州旅游资源丰富,旅游资源类型多样化,交通方便,与多国相邻,但在新疆旅游格局的定位中博州没有被包括在内,众多的优势并未使博州的旅游业得到发展,恰恰相反,博州旅游业的发展一直停止不前。主要原因是空间距离过大,旅游线路较长,缺乏旅游品牌,没有形成特有的旅游形象、接待基础设施不完善。最近几年,博州旅游局加大旅游开发强度和投资,同时,旅游局莫伦涛局长多次亲自组织参加博州旅游推介活动,使原本毫不知名的博州渐渐被疆内游客所了解,但这些并不足以发展博州旅游业。随着社会经济水平的发展,人们消费意识的提高,旅游业成为当前很多城市热门发展的产业,博州作为我国边疆小城,从资源、环境和区位来看,博州都具备大力发展旅游业的客观条件,但始终未走出伊犁州对它的屏蔽效应。因此,博州不能盲目开发旅游资源,必须科学规划、开发得当、对现有松散的旅游资源进行整合开发,融入新疆乃至全国的大旅游格局中,以实现博州旅游业的跨越式发展。因此,本文从博州产业结构中存在的问题出发,结合全疆旅游业发展形势,分析和评价博州旅游资源,收集大量数据和资料,借鉴系统理论、竞争力理论、点轴开发理论和可持续发展理论,针对博州旅游业发展现状,分析博州旅游整合开发的必要性和战略目标,对博州旅游整合开发进行SWOT分析,分别从博州旅游产业定位、旅游形象设计、旅游资源、旅游市场和旅游产品方面阐述整合的具体内容和措施,详细设计博州旅游线路,形成品牌产品,促使博州旅游产业进入良性的发展阶段,从而优化博州产业结构。本研究主要目的是找准适合博州旅游业的发展道路,提高旅游产业的产业地位,从而推动博州经济水平的发展。更多还原
