城乡一体化地籍信息系统应用与研究

【摘要】 随着我国土地使用制度改革的深入、市场经济体制的进一步完善、城乡经济和建设日趋融合的发展以及对集体土地产权管理的逐步加强,为满足土地和地籍管理工作的需要,很多地方都开始了城乡一体化地籍信息系统的建设工作。国土资源部地籍工作“十五”计划纲要明确将地籍信息化和城乡地籍一体化作为奋斗目标,同时颁布了新的城乡一体的土地分类标准,为城乡一体化工作做了标准化方面的准备。本研究是在充分分析了目前城乡一体化地籍的发展现状的前提下,提出了城乡一体化地籍的必要性,分析了城乡一体化地籍信息系统设计的关键问题,并以江苏省城乡一体化地籍信息系统为例分析了目前该系统存在的问题,并提出了建议。全文共分五章:第一章:绪论。这是本文研究的开篇。本章首先介绍研究的背景和研究意义,给出了城乡一体化地籍的基本内涵,然后对现行研究进行述评。提出了城乡一体化地籍的必要性,在此基础上,介绍本研究的研究目的、研究内容、技术路线。第二章:基本概念及理论分析。本章首先分析了地籍的基本概念,界定了本研究地籍信息系统的概念并分析了其特点;最后对地籍数据进行了分析。第三章:城乡一体化地籍信息系统设计的关键问题。本章主要对城乡一体化地籍信息系统设计的关键问题进行分析,主要包括坐标系参考和土地利用分类体系、数据的定义及组织管理规则、空间数据拓扑规则描述、地类面积计算与误差处理、相同精度和不同精度的数据接边和历史数据管理。第四章:江苏省城乡一体化地籍信息系统应用研究。本章主要对江苏省城乡一体化地籍信息系统功能结构做了介绍。并对系统的每个功能模块,包括系统维护、数据检查、数据入库、数据编辑处理、成果输出做了详细介绍。最后还对系统的实现要点及系统的试运行进行了介绍。第五章:结论。本章分析系统的优点和缺点,提出了本研究存在的问题,引申出后续研究。

【Abstract】 As Chinese land-use in-depth reform of the system, the market economic system further improved, and construction of urban and rural economic development and the growing integration of the collective management of land property rights to strengthen gradually, in order to meet the cadastral and land management needs, many places are beginning to The integration of urban and rural cadastral information system building. Ministry of Land and Resources cadastral work, "15" will clearly outline the cadastral information and integration of urban and rural land registration as a goal, while enacting a new integrated urban and rural land classification standards for urban and rural integration work done in the standardization .Prepared on the base of full analysis of the urban and rural integrative cadastre current development situation. This study proposes the necessity of the urban and rural integrative cadastre analyze the key issues of the designation of urban and rural integrative cadastral information system .The author analyzes the existing problems of urban and rural integrative cadastral information system areas in Jiangsu Province, and put forward suggestions. The full text is divided into five chapters.Chapter 1: Introduction. This is the introduction which this article studies. This chapter first introduces the background and the significance of the research, giving basic connotation of the city and countryside integration cadastre, then carries on the commentary to the present research. Proposed the necessity of the city and countryside integration cadastre, based on this, introduces this research goal, the research content and the technical route.Chapter 2: Basic concepts and theoretical analysis. First, this chapter has analyzed the basic concept of the cadastre, then limited the cadastre information system’s concept with analyzing its characteristic; finally carried on the analysis to the cadastre data.Chapter 3: The key issues of the designation of urban and rural integrative cadastral information system. This chapter analyze the key issues of the designation of urban and rural integrative cadastral information system mainly, including references of coordinate and land-use classification system, the definition of data and rules of organization andmanagement, description of spatial data topology rules, calculates the area and handles theerror, and the connection of the same precision and different precision the data.Chapter 4: Applied research on urban and rural integrative cadastral information system ofJiangsu Province. This chapter introduces the function structure of the urban and ruralintegrative cadastral information system of Jiangsu Province. The author introduces eachfunction module, including system maintenance, inspection data, data warehousing, dataediting processing, the output results done a detailed briefing. Finally, introduces the pointsto achieve the system and trial operation of the system.Chapter 5: Conclusion. This chapter analyzes the strengths and weaknesses of the systemand the existing problems of this study, and lead to the following study.
