基于遥感影像的城市违规建设用地监测研究

【摘要】 城市规划是根据一定时期城市的经济和社会的发展目标,确定城市性质、规模和发展方向,合理利用城市土地,协调城市空间功能布局及进行各项建设的综合部署和全面安排,它是实现城市经济和社会发展目标的重要手段,是政府用以保护生态与自然环境,合理利用资源,统筹安排城市发展空间布局,维护城市发展过程中和谐与平衡的重要依据。城市规划通过处理好局部和整体、近期和长远、现实和可能、经济发展和社会发展,城市建设和节能环保,促进现代化和保护历史文化遗产、风景名胜地区等一系列关系,实现城市全面、和谐、可持续发展,具有综合性、政策性和实践性的特点。近年来随着城市化步伐的加快,城市规划在城市发展中的作用也越来越重要,但在经济利益的驱动下,违规建设用地也不断出现。对规划实施情况进行监督检查是城市规划管理部门一项重要的日常工作,包括监测未经批准的建设工程、检查规划批准项目的落实情况,以及一些未批先用、越权批地等违法的建设工程项目,作为城市规划管理部门来说,需要及时发现这些违法行为,并进行立案查处。当前,城市规划研究的手段逐渐从定性迈向定性和定量的结合,但面临在城市规划人员面前的首要问题是基础数据信息的获取。用常规的手段获取与分析,耗时费力,效率很低,而遥感技术能为当前和今后的城市规划提供更多、更新的信息。尤其IKONOS、QUICKBIRD等影像具有分辨率高、信息丰富、获取影像周期短、现势性强的特点,它将成为城市规划信息获取的重要来源。高分辨率遥感影像为城市规划用地动态监测提供了一种很好的数据源,利用不同时期的遥感影像,通过遥感图像处理自动分类发现和人机交互解译方法,获得区域内的建设用地信息,再利用GIS空间分析方法提取城市建设用地变化信息,并与规划审批案件、土地利用总体规划进行比较,辅以必要的外业调研工作,实现对违规建设用地的监测。本文在研究遥感图像处理的基础上通过相同地区不同时相的高分辨率IKONOS遥感图像进行违规建设监测实验,最终得到违规用地信息,具有很好的可操作性和有效性。直接的益处就是:提高了城市规划遥感监测专题目标识别的效率;提高专题目标监测结果的法律严肃性;能够大幅降低人工的劳动强度、人员的不足和缩短查处违规目标的时间,提高工作效率。

【Abstract】 Urban planning is based on the city economical and social developing aim in a specific period. Its tasks include establishing the city character, size and development orientation and planning urban land use, coordinating urban space functional distribution, arranging all sorts of construction works comprehensively. It is the essential way to reach the goal of city economical and social development. Governmental officials enact regulations mainly according to urban planning in protecting ecological and natural environment, using resources reasonably, arranging city developing distribution and maintaining the harmony of city development. Urban planning can fulfill the comprehensive, harmony, sustainable city development through disposing the relationships such as composition and division, long-term and short-term, reality and possibility, economical development and social development, urban construction and energy saving, urbanization and legacy protection. It is character in comprehensive, pragmatic.The pace of urbanization accelerates in recent years and the role of urban planning becomes more and more important. On the contrary, many violating construction land emerges by the incentive of economical benefits. Supervising the implement of urban planning is an important work of urban planning administration department. It contains the supervision of unauthorized construction projects, inspection of the implement conditions of authorized projects, and other violating projects. As the officers of planning administration, they need to find these illegal actions and take actions immediately.Nowadays the method of urban planning changes from qualitative ways to the combination of qualitative and quantitative ways but the primary problem is the acquisition of fundamental data. The formal approaches in acquiring and analyzing data is an energy-spending and low effective way while the remote sensing technology can provide more new information especially the high resolution images such as IKONOS, QUICKBIRD etc..The high resolution image is one kind of very good data pool for supervising the urban planning construction land changes. Uses the remote sensing images of different time, through the method of the automatic classification discovery and the man-machine interaction interpretation, obtains the region information of the construction land, then using the GIS spatial analysis method to get the urban construction land change information, and compare the plan examination case, realizes to the supervising of the violating construction land.This paper carries on the violating construction supervising experiment in the research remote sensing imagery processing’s foundation through the same site and different phase’s high resolution IKONOS remote sensing image, obtains the violating land information finally, it has the very good feasibility and the validity. The direct profit is: Raised the identification efficiency of the urban planning remote sensing supervising topic target; Enhances the legal solemnity of the special goal supervising result; Reduction the artificial labor intensity, reduction investigation violating goal’s time largely, raises the working efficiency.
