银行IT外包项目管理

【摘要】 对于国内银行业中国加入WTO的真正考验才刚刚到来,面临大考国内银行到底会如何应对。IT外包在国外已经发展多年,并且被银行业广为采用,银行通过IT外包提升银行的核心竞争力,已经取得巨大成功。这为国内银行提供了一种实现节约成本、优化资源、提高核心竞争力的新思路。本文通过对国外IT外包模式的分析,IT外包的理论研究,及IT外包在我国银行界的发展现状。理论结合实际,总结了IT外包可以给银行带来竞争力、成本、技术和经验方面的提升。充分论证了国内无论是大银行还是小银行都应该选择IT服务进行外包的必要性。然而,IT外包是一个复杂的过程,其自身存在着一定的风险。本文分析了银行IT外包的风险来自于三个方面,分别是来自银行方面的风险、来自IT服务商的风险和来自市场及交易过程的风险。文章总结出银行IT外包风险的管理,需要树立IT外包的风险意识,重点介绍如何建立包括法律合规组、战略统筹组、安全督导组外加审核评定组在内的IT外包风险管理部门,严把IT服务商的选择标准,签署高质量的SLA,形成外包项目的有效风险管理机制,加强对外包项目的事前、事中及事后的风险控制,及安全审计和后评价。文章结合实际论证银行应该选择外包及如何外包,对实际工作中的问题给出了解决办法。

【Abstract】 The challenge of WTO in coming. What Chinese Banking should do? The ITO (Information Technology Outsourcing) has been developed for many years outside China. And being adopted by banking widely. Bank could improve their core energy in competition. And has made great success. The ITO is a new idea whether can give them an opportunity to economize the cost, to make the resource optimized, and to improve the ability in competition for Chinese banking. It is a new topic for us to discuss.This paper discuss the theory with fact. Analyze the IT Outsourcing throughout the world. Proved that the ITO can give them an opportunity to economize the cost, to make the resource optimized, and to improve the ability in competition. It is necessary for big bank or small bank to chose the ITO..However, as a complex business process, IT Outsourcing has its own risk, how to manage them effectively has becoming one of our important issue. This thesis analyzed the importance of ITO , indicated the risks coming with ITO always lies in bank itself, the service company and during the process of the business. Through the analysis draw a conclusion of the policy of IT Outsourcing risk management. Make up the consciousness of ITO risk. Constitute the department of ITO risk management. Strict the IT service company choose level. Sign an effective Service Level Agreement (SLA), and manage the risk separately during beforehand, in the course and after the course. In this article the author use the example which he is familiar. And proof the topic of whether banking should ITO and how to ITO. Give out the ways to overcome the difficulty in reality.
