土地信息基础设施基本架构设计

【摘要】 随着我国经济社会的快速发展,对于土地的可持续高效利用已经成为各级政府土地管理部门所迫切面对的问题。土地管理的最有效方法即是要通过土地相关数据的各管理者之间的相互协作,以达到土地管理的高效率和土地利用的可持续发展。要实现这一目标,土地管理信息化则是一切工作的基础。当前计算机技术和互联网信息技术日新月异的发展为建立以地籍信息数据库为基础的土地信息基础设施提供了必要的技术手段,从而使土地利用和管理的可持续性以及高效性得以实现。然而目前各种基于不同GIS软件设计的名目繁多的地理信息系统数量众多,不同区域间或相关行业间信息共享、交换困难,过于强调图形而忽略土地管理机构日常办公和业务处理的需要,一定程度上影响了土地管理效率的进一步提高。本研究试图结合我国土地管理的现实需要,进行土地信息基础设施(SDI)的基本架构设计,这将使各级各地土地管理机关具备统一的信息化平台,可进行无纸化办公、土地交易等业务处理、地籍和图形信息存储、查询、分析,并兼容各种LIS软件数据,相关行业间可以实现信息共享,同时还可通过互联网向外部公众发布相关信息并提供咨询服务。本研究利用UML语言为基于数据设计理念的土地信息基础设施构架进行建模,从需求角度和技术角度对系统的必要性和可行性进行分析。用UML语言进行数据建模,可以直观、形象和标准的描述对象与对象直接的静态关系和对象的构成。所以,这些模型真实的描述了土地信息基础设施的数据类型。地信息基础设施由四个主要数据包构成:土地行政单元(Land Administrative Units)、土地资源区域(Land Resource Area)、合法不动产对象(legal real-estate Object class)以及地形对象(Topographic Object Class)。

【Abstract】 As economic and social development accelerates, the land utilizes and changes are becoming more and more frequent. How to use land resources effectively has been a very important issue to the land management department of Chinese government. The Cooperation between lands related data and administrators is the most effective way of land management. To fulfill this goal, informationization of land management should be seen as the basis of the whole. Resent development of computer technology and Web technology provide essential technique for the basic Spatial Date Infrastructure (SDI). Hereby, the sustainability and affectivity of the land management can be realized. While, there are too many different land information system that based on different GIS which are hard to exchange and share land information date among them. Besides that, those land information system merely emphasize the data and graph analysis function but neglect the great demand of office management system and operation management system.This paper focused on the negligence of other land information system and also tries to absorb the advantages of them. Then, design the basis of Spatial Date Infrastructure which can be used by every level land management office of government, including office management system and operation management system and land information data analysis functions, cadastral information operation functions, could exchange data within the internet and intranet for government staffs or public, and also has good compatibility and extensibility.The paper exploits UML (Unified Modeling Language) to design the model of the system. Carrying on the data modeling with the UML language, may describe the static relationship between objects and objects’components directly, vividly and standard. Therefore, these models can descript land information infrastructure data type really. The information infrastructure is consisted of four main data packages: Land Administrative Units, Land Resource Area, legal real-estate Object class as well as Topographic Object Class.
